<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>The industry is engaged in production of electricity through Co-generation power plant from biomass produced from Sugar Mill.<span style="mso-spacerun: yes;"> </span>The industry was issued show cause notice with hearing before Chairman of the Board on 04/10/2022 in which it was decided that:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%;">The industry shall submit the name of the bailers/rakers alongwith their contact numbers to whom the paddy is given by the industry within 15-days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%;">The industry shall remove all the shortcomings as observed during the visit on 28.6.22 and make 100% compliance before the commissioning of the unit in November 2022.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%;">Environmental Engineer Regional Office, Hoshiarpur shall visit the industry and submit the compliance alongwith recommendations in the matter within 2 months.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>Now, the industry has applied for 'consent to operate' under the Water Act, 1974 and Air Act, 1981. The industry was visited by Regional office, Hoshairpur on 19.12.2022 and reported that the industry has installed RO system and the softener plant. <span style="mso-spacerun: yes;"> </span>For regeneration of RO, the flushing with raw water is done and dosing of anti scaling agent (Antiscalant 9001 Thermax) is done. The industry drains about 3000 KL of wastewater from cooling tower once in season which sent to the ETP of Sugar Mill for treatment. However, the treated effluent from the ETP of the Sugar Mill is being discharged into East Bein. The ETP has been installed in the Sugar Mill. <strong>The housekeeping near the RO section and wet scrubber tanks was very poor.</strong></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>The industry has installed a boiler furnace producing steam @ 70 TPH and is using Bio-fuel @ 28 TPH to produce power @ 15 MWh, ESP followed by wet scrubber as APCD. <strong>A lot of fly ash was found to be air-borne at the falling point of ESP hopper on conveyors, as the conveyors are not properly covered. Regular complaints are being received from residents of Nawanshahr city wrt air pollution and ash problem. </strong></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 10.9pt; text-align: justify; line-height: normal; background: white;"><strong><span style="font-size: 12.0pt;"><span style="mso-spacerun: yes;"> </span>Regional Office has reported that the industry has taken shut down on 13.12.2022 to check the problem and hired a consultant to rectify it.</span></strong><span style="font-size: 12.0pt;"> Now, the industry has submitted to DC ,SBS Nagar vide letter dt 16.12.2022 that the necessary amendments and repair of APCD has been done to mitigate the Air pollution problem. <strong>The bio-mass storage area is uncovered, <span style="mso-spacerun: yes;"> </span>transfer points of bio-mass conveying system are not covered properly. Some of transfer points are covered with tarpuline sheet instead of providing a proper shed/ fixed enclosure. The ash heaps are required to be covered. The ash handling mechanism needs to be improved. The bio-mass fuel charging area at the ground is full fugitive emissions. No hood system with suction facility / APCD is provided for collection / treatment of emissions being generated from bio-mass handling system. All the floors under bio-fuel feeding point in the boiler furnace are covered with spillages of fuel which is becomes air-borne during wind flow and during its cleaning. The Slot Chain Area (Main feeding chain of bio-mass) is required to be modernize for proper feeding of bio-mass to the boiler furnace without spillages.</strong></span></p>
<p class="MsoNormal" style="text-align: justify;"><strong><span style="font-size: 12.0pt; line-height: 115%;"> </span></strong></p>
<p class="MsoNormal" style="text-align: justify;"><strong><span style="font-size: 12.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>The record of paddy management wrt name of bailers / rakers has not been supplied. <span style="mso-spacerun: yes;"> </span>The cooling tower is full of water and representative of industry informed that this water shall be drained after 1-2 years. The domestic effluent disposal is not known to the unit and it is informed that the same is discharged into sugar mill system of wastewater. The industry need to maintain proper and regular record of various activities w.r.t. consumption of various utilities generations. The record of hazardous waste is not maintained.</span></strong></p>
<p class="MsoNormal" style="text-align: justify;"><strong><span style="font-size: 12.0pt; line-height: 115%;"><span style="mso-spacerun: yes;"> </span>In view of report of Regional Office, if approved, notice u/s 33-A of Water <span style="mso-spacerun: yes;"> </span>Act, 1974, u/s 31-A of Air Act, 1981 <span style="mso-spacerun: yes;"> </span>alongwith show cause notice for refusal of consent under the Water Act, 1974 and Air <span style="mso-spacerun: yes;"> </span>Act, 1981 may be issued to the industry with hearing before Chairman of the Board, please. </span></strong></p> |
