<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt; line-height: 18.4px;">The industry is a small scale red category unit and was engaged in the process of wet blue to dyeing of leather. In compliance of orders of High Court, Chandigarh, directions u/s 33-A of the Water Act, 1974 for closure of the industries (61 tannery units included this unit) operating in the Leather Complex, Jalandhar and PSPCL authorities were directed to disconnect the electric connection available with the industry. The consent to operate granted under Water Act, 1974 (valid upto 30-6-2020) was revoked vide Zonal Office letter no. 6154-56 dated 31.10.2019. Thereafter, the electric connection of member industry was restored from time to time and lastly upto 31.12.2021 with direction to operate the plant & machinery upto 31.12.2021.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt; line-height: 18.4px;"> Now, the industry has applied for consent in name and style of M/s Rainbow Leathers lessee of M/s Parveen Tanners under Water Act, 1974 and Air Act, 1981 and has submitted copy of registered lease deed between M/s Parveen Tanners and M/s Rainbow Leather for the period 01.04.2022 to 31.03.2032.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt; line-height: 18.4px;"> The industry was visited by AEE on 07.12.2022 and reported that the industry was in operation during visit and engaged in leather dyeing.</span><span style="font-size: 12pt; line-height: 18.4px; font-family: Verdana, 'sans-serif'; color: #5d5d5d;"> The </span><span style="font-size: 12pt; line-height: 18.4px;">industry has provided pre-treatment plant, same was in operation. As per record, the industry has installed new water meter on 01.10.2022 on the submersible pump and average daily consumption is 10.5 KL and discharge is about 8 KL and the record seems to be inconsonance.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt; line-height: 18.4px;"> In view of report of Regional Office, if approved,</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt; line-height: 18.4px;">1. Consent to operate under Water Act, 1974 may be granted to the industry in its new name and style i.e. M/s Rainbow Leathers Lessee of M/s Parveen Tanners for 6 months along with temporary restoration of electric connection with usual conditions and special conditions that: -</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18pt;"><span style="font-size: 12pt; line-height: 18.4px;">a)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px;">The industry will not discharge more than 45.5 KLD of effluent into drain leading to the CETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18pt;"><span style="font-size: 12pt; line-height: 18.4px;">b)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px;">The industry shall operate its pretreatment plant efficiently in future.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18pt;"><span style="font-size: 12pt; line-height: 18.4px;">c)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px;">The industry shall comply with the any directions received from the Hon’ble Punjab & Haryana High Court Chandigarh as well as Hon’ble NGT New Delhi in case of LPA 1924 of 2014 and application no 08 of 2017.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12pt; line-height: 18.4px;">2. Consent to operate under Air Act 1981 may be granted to the industry upto 30.06.2027 with suitable conditions please. (Competency Chairman of the Board)</span></p>
