<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is intimated that the project proponent had obtained Environmental Clearance under EIA notification dated 14.09.2006 with total built up area as 71985 sqm, including 472 no. flats vide no. SEIAA/ 2018/205 dated 26.02.2018 with the name of project as “Citi Avenue”</span> <span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">located at Peermachalla, Zirakpur, Derabassi, SAS Nagar Mohali by M/s Citi Developers C/o Motia Farms, Village Chungia, PO Chatt, Near 200 ft Airport Road, Zirakpur, Derabassi, Mohali having validity upto 25.02.2025 for the construction of @ 472 flats. In this Environmental Clearance granted to the project proponent the total wastewater generation has been proposed as 255 KLD, which will be treated in a STP of capacity 400 KLD based on SBR technology. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Earlier, the promoter company was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2018/7262983 dated 29.05.2018 which was valid upto 28.05.2019 for development of residential project in an area of 6.4 acre (built up area: 58,970 sqm) having @ 480 residential flats.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Thereafter, the promoter company was granted extension in validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2019/10968409 dated 07.10.2019 which was valid upto 28.05.2020 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The project proponent was granted extension in the validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2022/17524023 dated 04.01.2022 which was valid upto 28.05.2022 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, the promoter company has applied for obtaining further extension in validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development of residential project in an area of 6.297 acre (built up area: 56578 sqm) having @ 472 residential flats alongwith requisite documents which may kindly be perused.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The promoter company has deposited Rs. 91000/- vide UTR No. SBIN322342311109 dated 08.12.2022 as NOC fee. The fee submitted by the promoter company is adequate two years i.e. upto 27.05.2024 against the fixed assets of the project Rs. 58.00 crores.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The promoter company has submitted compliance report of the previous granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Environment Clearance granted by the competent authority.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The site of the project was visited by the AEE of this office on 26.12.2022. During the visit, it was observed as under:</span></p>

During the visit, as physically observed, number of flats in above 4 towers are occupied. </span></p>

However, as per Environment Clearance granted, the project proponent needs to install the STP of capacity 400 KLD based on SBR technology.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The promoter company is not complying with the terms and conditions of consent to operate as well as consent to establish (NOC) granted and with the terms and conditions of Environment Clearance.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">In view of the above, it is recommended that the extension in validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused please.</span></p> |
