File Note: <p>The industry was granted consents to operate under the Water Act, 1974 &amp; Air Act, 1981 on 21.09.2015 (valid upto 30.06.2018) for the manufacturing of cement @ 150 TPD through single ball mill of capacity 150 TPD, valid upto 30.06.2018 &amp; the validity further extended upto 30.06.2023.&nbsp;</p> <p>Thereafter, the&nbsp; industry was granted consent to establish (NOC) under the Water Act, 1974 &amp; Air Act, 1981 vide no. CTE/Exp/MOG/2021/16560114 dated 06.12.2021 for installation of two ball mills of capacity 75 TPD each (By dismantling of existing one ball mill of capacity 150 TPD) by providing Cyclone followed by bag filter house containing 36 nos. PTFE coated polyester spun bond media filters with pulse jet system installed as APCD.</p> <p>&nbsp;</p> <p>Now, the industry has applied for obtaining varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Cement @ 150 TPD by operating two ball mills of capacity 75 TPD each&nbsp; Details of the case are as under:-</p> <p>1) The industry has submitted CA certificate dated 14.11.2021 mentioning gross fixed assets of the industry as Rs. 495.21 lakhs (including Rs. 481.21 lakhs as plant &amp; machinery assets) as on 31.10.2022. Accordingly, the industry has deposited Rs. 72,000/- vide UTR No. N319222207226324 dated 15.11.2022 under the Water Act, 1974 and Rs. 72,000/- vide UTR No. N319222207204703 dated 15.11.2022 under the Air Act, 1981. Consent to operate deposited by the industry is adequate for a period upto 30.06.2027 under both the Acts.</p> <p>2) The industry has submitted completion&nbsp; cum adequacy certificate of installation of ball mills alongwith&nbsp; drawing of APCD installed by it.</p> <p>3) The industry has submitted compliance of conditions of Environmental clearance granted to it.</p> <p>&nbsp;</p> <p>To verify the SOPs prescribed by the Board for such type of industries and to verify the compliance of provisions of the Water Act, 1974 &amp; the Air Act, 1981, the said industry was visited by EE alongwith undersigned on 26.11.2022 and it was observed as under:&nbsp;</p> <p>&nbsp;</p> <p>1. The industry has installed one ball mill for grinding of raw materials to manufacture cement and was operational. Installation work of another ball mill is on the verge of completion. The industry has produced bill dated 26.04.2022 and 06.05.2022 with regard installation of ball mills,&nbsp;</p> <p>&nbsp;2. The industry has installed bag filter consisting of PTFE coated polyester spun bond media filter with pulse jet filter as APCD for control of emissions from the grinding unit which was operational during visit. Further, classifier of grinding mill is separately attached to cyclone.&nbsp;</p> <p>&nbsp;</p> <p>3. The industry has installed storage-cum-feeding silo for the storage and feeding of fly ash.&nbsp;</p> <p>4. The industry has provided covered shed for storage of raw materials- gypsum and clinker, and no raw material was found stored in open.&nbsp;</p> <p>5. The industry has provided septic tank for treatment of its domestic effluent and provision for the same for discharge into plantation/irrigation along the boundary wall of the industry.&nbsp;</p> <p>6. The industry has not provided adequate plantation along its boundary wall.&nbsp;</p> <p>7. The industry has provided and maintained the approach road/vehicle movement area with bricks in order to reduce the dust emissions generated by movement of the vehicles.&nbsp;</p> <p>8. The industry has installed water sprinkler along the vehicular movement area as well as along the boundary wall so as to control the dust emissions generated due to vehicular movement as well as manufacturing activities.&nbsp;</p> <p>9. The industry has provided 2 no. DG sets of capacity appox. 100 KVA and 25 KVA KVA with canopy and stack of adequate height.&nbsp;</p> <p>10. Rain water flows naturally in nearby agricultural land.</p> <p><span style="white-space: pre;"> </span></p> <p>The industry is complying with the provisions of the Water Act, 1974,&nbsp; the Air Act, 1981 and conditions of Environmental clearance.</p> <p>&nbsp;</p> <p>In view of the above, it is therefore recommend that consent to operate under the Water Act, 1974 and&nbsp; the Air Act, 1981 may be granted to the industry upto 30.06.2027 for manufacturing of Cement @ 150 TPD, subject to the suitable conditions alongwith the followings:-</p> <p>1) The industry shall get air emission samples analysed from Board's lab, within 02 months.</p> <p>2) The industry shall always comply with the conditions of Environmental Clearance granted to it.</p> <p>3) The industry shall develop plantation along the boundary wall.</p> <p>&nbsp;</p>
