Ø     The industry was granted consent to establish/NOC vide no. CTE/Fresh/BTI/2022/19096560 dated 30.06.2022 for establishment of rice sheller unit of capacity 2 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein. Ø     Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 2 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under: - -       The industry has deposited consent fee of Rs. 42000/- vide R.No. 38455114 dated 20.12.2022 under Water Act, 1974 & consent fee of Rs. 42000/- vide R.No. 297221980 dated 20.12.2022 under Air Act which is adequate upto 30.09.2027 against fixed assets of Rs. 161.77 lacs as per the CA Certificate dated 15.09.2020. -       The industry has submitted the drawing of APCD’s installed with shelling section & paddy cleaner of the dryer section.    <p class="MsoNormal" style="text-align: justify; text-indent: -37.45pt; line-height: normal; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: list 36.0pt left 72.0pt 270.0pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm 4.0pt 36.0pt;">Ø     The industry was visited by the undersigned on 27.12.2022 and it was observed as under – ·         The industry was in operation on testing base. <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: normal; mso-pagination: none; mso-list: l2 level1 lfo2; tab-stops: list 54.0pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm 0cm 54.0pt;">·         The industry has installed cyclones as APCDs with shelling section and paddy cleaner of dryer section, separately to contain the process emissions and the same were in line/ in operation with all dust emitting points connected to the APCDs. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: normal; mso-pagination: none; mso-list: l2 level1 lfo2; tab-stops: list 54.0pt; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm 0cm 54.0pt;">·         The industry has provided adequate stack height with both APCD's and provisions to facilitate emission sampling. ·         The industry has provided brick wall of 10' height with adequate length and further wind screen of 5' height has been provided on the said wall. ·         The industry has planted sapling along its boundary wall, but needs to plant more saplings. ·         The industry has provided septic tank for treatment of domestic effluent and provision has been made to discharge the treated effluent onto land for plantation area. ·         The industry has provided brick paved on movement area of the vehicles.  The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.                 Keeping in view of above, it is recommended that the fresh consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice Sheller unit to produce Raw rice / Sorted rice @ 2 TPH with dryer up to 30.09.2027, subject to the suitable conditions along with special condition that the industry will plant the more sapling of trees inside the premises along the boundary wall.
