<p>Sir RO has reported that earlier the Consent to operate was issued to the industry from the Board vide no. CTOA/Fresh/GRP/2020/14076811 & CTOW/Fresh/GRP/2020/14174171 dated 30/10/2020 for the production of Premix @ 500 MTD from Bitumen @ 18 MTD & Crusher @ 12000 MTD which are valid upto 30/06/2024 under the name & style of M/s Shree Krishna Constructions, Village-Bidhipur, Near-new Bye Pass, Sidwan Road, Tehsil & District-Gurdaspur under Orange category.</p>
<p>Now, the industry has been purchased by its new owners and has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 under new Name & Style M/s Bajwa Builders (Previously Name Shree Krishna Constructions), Village-Bidhipur, Near-New Bye Pass, Sidwan Road, Tehsil & District-Gurdaspur for same production capacity i.e. Hot Mix @ 500 MTD from Bitumen @ 18 MTD & Crusher @ 12000 MTD under Orange category as per latest policy of the Board.</p>
<p>The industry has submitted copy of bills of the machinery as proof of purchase of the unit and also submitted copy of affidavit signed by its previous owners regarding handing over the unit to M/s Bajwa Builders, Village-Bidhipur, Near-New Bye Pass, Sidwan Road, Tehsil & District-Gurdaspur through its new owners Sh. Bahadur Singh (Partner). There no increase in any machinery and production capacity of the hot mix plant. The industry has also submitted copy of registration under MSME and also copy of the farad of the land record.</p>
<p>The HMP has deposited Rs.11300/- vide online UTR No. 778950031 dated 20/12/2022 under Water (Prevention & Control of Pollution) Act, 1974 including Rs. 500/- as application form & Rs. 10800/- vide online UTR No. 123710392 dated 20/12/2022 under Air (Prevention & Control of Pollution) Act, 1981 same are adequate for a period upto 30/09/2027 under both acts.</p>
<p>The Hot Mix Plant was visited by AEE of this office on 26/12/2020 and observed as under:-</p>
<p>1. The HMP was not in operation during visit.</p>
<p>2. The HMP has installed 01 no. rotary drum for production of hot mix.</p>
<p>3. The HMP has installed dust settling chamber followed by wet scrubber with water recirculation system as APCD with the rotary drum.</p>
<p>4. The HMP has provided sampling arrangements with stack of APCD.</p>
<p>5. The HMP has planted its scatted trees along the boundary of the plant. The representative was advised to plant more trees. </p>
<p>RO has recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HMP for the operation of Hot Mix @ 500 MTD from Bitumen @ 18 MTD & Crusher @ 12000 MTD upto 30/09/2027 under Orange Category with the suitable conditions and with the special condition as under:-</p>
<p>1. The HMP shall inform in writing about the operation of the unit and get its emission samples analyzed from the Board’s Lab.</p>
<p>2. The HMP shall obtain statutory clearances from the other departments applicable.</p>
<p>3. The HMP shall install energy meter for APCD and will maintain record of the same.</p>
<p>4. The HMP shall obtain authorization under Hazardous Waste Management Rules, 2016.</p>
<p>Keeping in view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HMP for the operation of Hot Mix @ 500 MTD from Bitumen @ 18 MTD & Crusher @ 12000 MTD upto 30/09/2027 under Orange Category with the suitable conditions and with the special condition as under:-</p>
