<p><span lang="EN-US">RO has reported that earlier, the industry was granted consent to operate under </span><span lang="EN-US">Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/ASR/2020/11872041 dated 11/02/2020, which is valid up to dated 30/06/2024</span><span lang="EN-US"> and under Air (Prevention & Control of Pollution) Act, 1981 vide no. </span><span lang="EN-US">CTOA/Varied/ASR/2020/11871932 dated 11/02/2020, </span><span lang="EN-US">which is valid up to dated 30/06/2024 for manufacturing of Finished Grey Fabrics @ 10 Meter/day by using Unfinished Grey Knitted Fabrics @ 10 Meter/day, Dyes @ 0.4 MTD & Chemicals @ 0.35 MTD as raw material and using Pet Coke @ 6 T/day, Pet Coke @ 7 T/day, Pet Coke @ 4 T/day & Pet Coke @ 5 T/day as fuel in its Boilers & thermopacks.</span></p>
<p><span lang="EN-US"> Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for change of fuel i.e. Pet Coke @ 6 TPD or Rice Husk @ 35 TPD or Wood Burra @ 35 TPD or Almond Waste @ 40 TPD as an alternate fuel in its Boiler of capacity @ 8 TPH and Pet Coke @ 5 TPD or Rice Husk @ 30 TPD or Wood Burra @ 30 TPD as an alternate fuel in its thermopack of capacity @ 3500U. The industry has submitted CA Certificate, Compliance of the previous granted consents, Drawing of Fluidized Bed of boiler, Permission to discharge treated effluent into Nag Drain issued vide no. 1569759/1 dated 10/09/2019 by Department of Water Resources, Govt. of Punjab and request letter regarding seeking permission for using alternate fuel due to shortage of existing fuel in the market.</span></p>
<p><span lang="EN-US"> The industry was visited by officer of this office on 22/12/2022 and observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry is engaged in the process of manufacturing of Finished Grey Fabrics @ 10 Meter/day by using Unfinished Grey Knitted Fabrics @ 10 Meter/day, Dyes @ 0.4 MTD & Chemicals @ 0.35 MTD as raw material as observed at the time of visit.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has installed 02 no. Boilers 3 TPH & 8 TPH, in which Pet Coke @ 5 T/day & Pet Coke @ 6 T/day was being used respectively as told by the representative.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has installed 02 no. Thermopacs 3500U & 2000U, in which Pet Coke @ 5 T/day & Pet Coke @ 4 T/day was being used respectively as told by the representative</span><span lang="EN-US">.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The ETP installed by the industry was also in operation and the discharge of the treated trade effluent was into drain and domestic effluent was onto land for plantation.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The industry has proposed that they will use multi fuel as per its availability i.e. </span><span lang="EN-US">Pet Coke @ 6 TPD or Rice Husk @ 35 TPD or Wood Burra @ 35 TPD or Almond Waste @ 40 TPD as an alternate fuel in its Boiler of capacity @ 8 TPH.</span></p>
<p><span lang="EN-US">6. </span><span lang="EN-US">The industry has also proposed that they will use multi fuel as per its availability</span><span lang="EN-US"> i.e. Pet Coke @ 5 TPD or Rice Husk @ 30 TPD or Wood Burra @ 30 TPD as an alternate fuel in its thermopack of capacity @ 3500U.</span></p>
<p><span lang="EN-US">7. </span><span lang="EN-US">The industry has not proposed any change in fuel in its boiler of capacity @ 3 TPH and </span><span lang="EN-US">thermopac of capacity @ 2000U.</span></p>
<p><span lang="EN-US">8. </span><span lang="EN-US">The industry has also deposited Environmental Compensation of Rs.2,00,000/- vide R.No. 46/5420 dated 08/12/2022 as decided in the personal hearing before Hon'ble Chairman of the Board dated 28/10/2022.</span></p>
<p><span lang="EN-US">9. </span><span lang="EN-US">During visit, the Boiler of capacity @ 3 TPH & Thermopac of capacity @ 2000U were sealed in the presence of the representative of the industry, as decided in the personal hearing before Hon'ble Chairman of the Board dated 28/10/2022.</span></p>
<p><span lang="EN-US">10. </span><span lang="EN-US">As per the drawing provided along with application the industry has converted its boiler to fluidized bed and same was verified during the visit.</span></p>
<p><span lang="EN-US"> It is further intimated that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. </span></p>
<p><span lang="EN-US">RO has recommended that </span>the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/06/2027 with suitable terms & conditions along with special condition that the industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months.</p>
<p><span lang="EN-US"> Keeping in view of above, may if approved:- </span></p>
<p><span lang="EN-US">1. The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/06/2027 with suitable terms & conditions along with special condition that the industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months.</span></p>
<p><span lang="EN-US">2. T</span>he Boiler of capacity @ 3 TPH & thermopac of capacity @ 2000U be de-sealed as decided in the personal hearing before Hon'ble Chairman of the Board dated 28/10/2022.</p> |
