<p class="MsoNormal">RO has reported that earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2019/10722471 dated 08/08/2019, which is valid up to dated 30/06/2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/10722079 dated 16/08/2019, which is valid up to dated 30/06/2024 for manufacturing of Finished/Dyed Fabrics @ 60000 Meter/day by using Grey Knitted Fabrics @ 60000 Meter/day as raw material and using Pet Coke @ 3 T/day as fuel in its thermopack of capacity @ 2000 U.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal"> Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 modification of fuel i.e. Wood and Saw Dust (Burra) @ 8 T/day as an alternate fuel in its thermopack of capacity @ 2000 U. The industry has submitted CA Certificate, Compliance of the previous granted consents and request letter regarding seeking permission for change of fuel.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal"> The industry was visited on 12/12/2022 and observed as under:-</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">1. The industry is engaged in the process of manufacturing of manufacturing of Finished/Dyed Fabrics @ 60000 Meter/day by using Grey Knitted Fabrics @ 60000 Meter/day as raw material as observed at the time of visit.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">2. The industry has installed thermopack of capacity @ 2000 U in which Pet Coke @ 3 T/day was being used as told by the representative.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">3. The industry has installed a D.G. set of capacity 325 KVA which is fitted with canopy.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">4. The ETP installed by the industry was also in operation and the discharge of the treated trade effluent as well as domestic effluent was onto land for plantation after treatment in an area about 01 acre.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">5. The industry has proposed Wood and Saw dust (Burra) @ 8 T/day in its thermopack of capacity @ 2000 U as an alternate fuel i.e. Pet Coke @ 3 T/day. The representative available at site told that due to high demand of their existing fuel, there is shortage in the market and the prices of the same has been increasing day by day, so they have applied the air consent for alternative fuel.</p>

<p class="MsoNormal">6. The industry has deposited Environmental Compensation of Rs. 25,000/- vide R.No. 97/5419 dated 29/08/2022 as decided in the personal hearing before Member Secretary of the Board dated 05.07.2022.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">7. The industry has also deposited Environmental Compensation of Rs.1,00,000/- vide R.No. 43/5420 dated 06/12/2022 as decided in the personal hearing before Hon'ble Chairman of the Board dated 28/10/2022.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal"> It is further reprted that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal"> RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/06/2027 with suitable terms & conditions along with special condition that the industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">EEZO has made observation that a personal hearing of the industry held before the Chariman of the Board on 28.10.2022, wherein it was decided as under :-</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">1. The industry shall deposit Environmental Compensation amounting Rs. 1.0 Lakh for using unconsented fuel, within 10-days.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">2. The industry shall not use unconsented fuel in thermopack and shall operate the air pollution control device regularly & efficiently to achieve the prescribed norms.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">3. Senior Environmental Engineer, Amritsar along with officers of Regional Office, Amritsar shall visit and appraise the installed air pollution control device as per fuel being used to avoid any mismatch or industry want to change fuel appraisal is to be done accordingly.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">4. Further action will be taken after receipt of report from Senior Environmental Engineer, Amritsar.</p>
<p class="MsoNormal"> In compliance to the decisons of the PH the industry has deposited Environmental Compensation of Rs.1,00,000/- vide R.No. 43/5420 dated 06/12/2022,</p>
<p class="MsoNormal">A visit to the industry may be programrized by the Senior Environmental Engineer, Amritsar along with officers of Regional Office, Amritsar and appraise the installed air pollution control device as per fuel being used to avoid any mismatch.</p> |
