A)   It is intimated that the industry is red category dyeing unit. The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH3/2022/18603802 & CTOA/Renewal/LDH3/2022/18603792 dated 15.07.2022 each respectively, both valid upto 31.12.2022 for dyeing of polyester fabrics @ 2400 Kgs/day with discharge of trade effluent @ 100 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD with one boiler of 03 TPH & one DG set of capacity 125 KVA with canopy with special condition. B)   Now, the industry has applied for renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for dyeing of polyester fabrics @ 2400 Kgs/day with discharge of trade effluent @ 150 KLD & domestic effluent into CETP 50 MLD along with one boiler of 03 TPH with cyclone separator & one DG set of capacity 125 KVA with canopy. A)   The industry has deposited Rs. 21,600/- vide online receipt no. 815441406 dated 14.12.2022 under Water Act, 1974 & Rs. 21,600/- vide online receipt no. 251585053 dated 14.12.2022 under Air Act, 1981. The industry has also deposited of Rs. 7200/- vide online receipt no. 267007289 dated 19.12.2022 as NOC regularization fee. The consent fee deposited by the industry is adequate upto 31.12.2022 under both acts. B)   The industry was visited by AEE of this office on 27.12.2022 and it was observed as under:- 1.    The industry was in operation. 2.    The industry has installed 05 soft flow machines (2 X 300 kg, 1 X 400 Kg, 1 X 200 Kg) having total 8 chambers & one sample machine in its premises. 3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 160 KLD from its total 8 chambers of soft flow machines. However, the industry has granted 150 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry is 10 KLD more than the share allotted to it. However, 06% sealing of dyeing machinery of the industry as comparison to its discharge and installed machinery is not possible. The report in this regard already sent by this office. Hence, consent be granted to the industry for 150 KLD as per share allotted to it. 4.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 5.    The industry has installed one boiler of capacity 3 TPH and patta kutti was being used as fuel. The industry has installed dust collector followed by cyclone separator as APCD with the boiler. 6.    The industry has submitted air emission analysis report from NABL lab and as per this report, the emission samples were collected on 30.05.2022 and as per analysis report the concentration of the SPM was found 138 mg/NM3, which is within the prescribed limits. 7.    The industry has installed one DG set of capacity 125 KVA with canopy. 8.    Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.                  Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that: <ol style="margin-top: 0in;" start="1" type="1"> <li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; mso-list: l3 level1 lfo4;">Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for short period as approved by the Competent Authority in such cases for the discharge of trade effluent & domestic effluent @ 150 KLD into conveyance system of CETP 50 MLD at existing machinery subject to the condition that:-</li> </ol>                     I.        The industry will install EMF at inlet water supply also within 01 month.                   II.        The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.                 III.        The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.                  IV.        The industry shall maintain the record of flow meter installed at outlet leading to CETP.                   V.        The industry shall not generate/discharge trade & domestic effluent more than 150 KLD without obtaining prior permission of the Board.     (Competency: SEE, ZO-II, Ludhiana)
