<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the project proponent has proposed to establish a small scale red category dyeing unit. The project proponent has applied for obtaining fresh consent to establish (NOC) under Water Act, 1974 & Air Act, 1981 for the production of dyeing and finishing of polyester fabric @ 6.5 T/day and dyeing and finishing of cotton/polyester cotton (PC) @ 2.5 T/day with discharge of trade effluent @ 140.0 KLD onto land for plantation after ETP (1.8 acre plantation area) and domestic effluent @ 1.0 KLD onto land for plantation after septic tank. The industry has deposited Rs. 14,900/- vide R. No. 697572201 dated 14.12.2022 as Rs. 14,400/- NOC fee and Rs. 500/- as application form fee, which is adequate for one year.</p>
<p style="text-align: justify;"> The proposed site was visited by the AEE of RO on 17.12.2022 and observed that:-</p>
<p style="text-align: justify;">1. The proposed site is situated at Village Seera, Satowal Road, Rahon Road, Ludhiana and presently, the construction work is undergoing at site.</p>
<p style="text-align: justify;">2. The project proponent has proposed to set up a dyeing unit for the production of dyeing and finishing of polyester fabric @ 6.5 T/day and dyeing and finishing of cotton/polyester cotton (pc) @ 2.5 T/day.</p>
<p style="text-align: justify;">3. The project proponent has proposed to install 06 soft flow dyeing machines of capacity (300X3Kg) and (200X3 Kg) for the dyeing purpose inside the premises.</p>
<p style="text-align: justify;">4. The project proponent has also submitted the feasibility report of the proposed ETP of capacity 150 KLD based on physico chemical treatment followed by biological treatment. The trade effluent @ 140 KLD generated from the process shall be discharged onto land for plantation at 1.8 Acres area.</p>
<p style="text-align: justify;">5. The project proponent has proposed to install one boiler of capacity 3 TPH with cyclone separator followed by wet scrubber as APCD. The industry will use rice husk as fuel.</p>
<p style="text-align: justify;">6. The project proponent has proposed to install 01 D.G set of capacity @ 125 KVA with canopy inside the premises.</p>
<p style="text-align: justify;">7. The industry has submitted the copy of approved building plan as well as copy of certificate obtained from STP, Ludhiana vide no. 1961/STP(L)BA-IND1 dated 17.11.2022 mentioning that the proposed site of the industry falls in industry Land Use Zone as per Master Plan Ludhiana (2007-2031). Hence, the proposed site is suitable to set up the proposed unit at site.</p>
<p style="text-align: justify;">The proposed land for plantation area @ 1.8 Acres is inadequate for the discharge of trade effluent @ 140 KLD and domestic effluent @ 1.0 KLD. Further, the industry has proposed machinery i.e. 06 soft flow dyeing machines of capacity (300X3Kg) and (200X3 Kg) and the theoretical discharge from the industry will be about 225 KLD. As such, the industry does not have adequate land for disposal of effluent.</p>
<p style="text-align: justify;"> In view of above, show cause notice for refusal of consent to establish / NOC under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be issued to the project proponent with an opportunity to reply within 3 days, please. </p>
