Ø  The industry was granted consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1974 vide no. CTE/Fresh/MOG/2022/19063443 dated 02.07.2022 for establishment of raw rice shelling unit to manufacture raw rice @ 2 TPH with dryer alongwith operation of sortex machine of capacity 2 TPH in an area of 18 kanals 05 marlas (2.28 acres), bearing khasra nos. 142//4(6-13), 5/1 (0-10), 6/2/2 (0-12), 6/2/3 (1-8), 7 (8-0), 15/1 (1-2) in the revenue estate of village Gholian Kalan-1, Tehsil Baghapurana, Distt. Moga. Ø  Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of raw rice shelling unit to manufacture raw rice @ 2 TPH with dryer alongwith operation of sortex machine of capacity 2 TPH. Details of the case are as under:-   1)      The industry has submitted completion certificate of APCDs installed with the shelling section and paddy pre cleaner section of the rice sheller unit. 2)      The industry has submitted building plan prepared by Competent Person under Factory Act, 1948 and approved by Director of Factories, Punjab. 3)      The industry has submitted certificate from Chartered Accountant issued dated 29.11.2022 showing gross fixed assets of Rs. 150.11 lakhs as on 31.10.2022. Accordingly, the industry has deposited Rs. 42000/- vide UTR No.SBIN522335945025dated 12.01.2022 Rs. 42000/- vide UTR No. SBIN522335941790 dated 12.01.2022 under the Water Act, 1974 and the Air Act, 1981, which is adequate for a period upto 30.09.2027 under both the Acts.   <a name="_GoBack"></a>The industry was visited by the undersigned (AEE) on 02.01.2023 and it was observed as under: 1.       The industry is a rice sheller and was in operation during visit.   2.       The industry has installed one shelling section. 3.       The industry has installed cyclone as APCD with the paddy cleaner of dryer section and shelling section, separately with the adequate stack height and sampling arrangement. 4.       The industry has provided brick wall of adequate length with 10' height opposite husk discharge storage area and wire mesh of 5' height has been provided above the said wall, in compliance to code of practice prescribed by the Govt. vide order dated 15.10.2013. 5.       The industry has planted trees along its boundary wall. 6.       The industry has provided brick paving roads within the premises. 7.       The industry is being discharged only domestic effluent and same is being disposed off onto land for plantation after septic tank. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by Govt. of Punjab vide notification dated 15.10.2013 for rice sheller industries.   Keeping in view of above, it is recommended that consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted for operation of unit manufacture raw rice @ 2 TPH with dryer alongwith operation of sortex machine of capacity 2 TPH for a period upto 30.09.2027 / upto adequacy of fee with suitable conditions along with special conditions that: <span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">i.                     The industry will get its stack emissions samples analyzed from Board's lab within one month, positively. <span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">ii.                   The industry will discharge only treated domestic effluent onto land for plantation / green belt. <span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">iii.                  The industry shall not increase its production capacity without the prior written permission/NOC of the Board <span style="font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">iv.                 The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: i)             All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii)            The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. iii)           All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. iv)           The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: (a)          All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. (b)          (i)            The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.                 (ii)           The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk.                 (iii)          The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv)         Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. (c)           During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
