<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>The project proponent was earlier granted NOC dated 25.01.2022 valid upto 24.01.2023 for Residential plots-116 no. Residential EWS plots 22 no. and Commercial plots-32 No. The project proponent has now applied for obtaining extension in validity of Consent to establish due to non-completion of project within timeline of NOC.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>Regional Office has reported that the site of the proposed project was visited on 15.12.2022 and observed that the construction of the project has been started at site, No house/shop has been started yet. It is a Township and area development project having area 7.531 acres. The project proponent has obtained license to develop colony vide no. ADC (UD)/2021/26996 Dated 01.12.2021. As per the present site conditions, there is no MAH industry within the 250 mtrs radius of the project, there is no air polluting industry within the 100 mtrs radius of the project.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>As per the feasibility report it has proposed that 85 KLD of domestic effluent will be generated from the project after its 100% development. The project proponent has proposed the STP based on biological treatment and proposed effluent will be discharged partially into the sewer and partially onto land for plantation. It has proposed plantation area of 1564.48 sq. mtrs and same is adequate for utilizing 38 KLD of effluent only, the project proponent is required to make separate arrangement for discharge the remaining effluent of 47 KLD either into the STP Nakodar by obtaining permission from the M.C Nakodar or shall develop additional plantation area.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>In view of above, if approved the validity of consent to establish (NOC) granted under Water Act, 1974 and Air <span style="mso-spacerun: yes;"> </span>Act, 1981 may be extended to the project proponent upto one year with usual conditions and following special conditions: -</p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall obtain necessary permission from Punjab Water Regulation & Development Authority (PWRDA) for extraction of ground water.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall develop adequate plantation area along with pipeline network to utilize maximum possible treated effluent onto land for plantation.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall carry out the construction work of STP at the site, in commensurate with the construction work of the project and shall not allow any occupancy in colony, till the time STP is installed and commissioned at the site.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent will obtain remaining necessary statuary permissions from concerned Government Authorities.</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall make arrangement and shall obtain permission from M.C Nakodar for disposal of remaining 47 KLD of treated effluent in their STP or if in absence of the same it shall purchase and develop adequate plantation area for the discharge of remaining 47 KLD (of total proposed discharge of 85 KLD).</p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The project proponent shall fulfill all conditions as per ADC (UD) letter vide memo no. ADC (UD)/2021/26996 Dated 01.12.2021.</p>
