It is submitted that the industry was granted 'Consent to establish/(NOC) from pollution angle vide no. CTE/Fresh/PTA/2022/17886665 dated 15/02/2022 validity upto 29/01/2023 for manufacturing of Zinc Handles @ 70000 No./Day by using Zinc @ 5 MT/Day under red category subject to suitable conditions and special conditions as under: <p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;">1.     The industry shall enter into an agreement with CETP Chanalon, for safe treatment & disposal of the trade effluent, and in case of non-commissioning of the CETP at Chanalon, the industry shall install a captive effluent treatment plant of adequate capacity, as per feasibility report submitted by it, to treat its trade effluent conforming to the standards prescribed by the Board. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;">2.     The industry shall engage Punjab State Council for Science & Technology, Chandigarh for design and installation of APCD and shall submit completion/adequacy assessment report from the PSCST at the time of commissioning of the unit.   Now, the industry has applied for obtaining fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Zinc Handles @ 70000 No./Day by using Zinc @ 5 MT/Day under red category alongwith requisite documents. The industry has deposited fees Rs. 180000/- vide UTR no. KKBKH22256903312 dated 13.09.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 180000/- vide UTR no. KKBKH22256902915 dated 13.09.2022 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 30.06.2027 against the value of fixed assets of Rs. 1125.0 Lakhs as on 13.09.2022 as per CA certificate submitted by the industry. The industry has submitted approved building plan from competent person. The industry has submitted compliance report of NOC conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. It is submitted that the industry was visited by undersigned on 15.12.2022 and few observations were found. Thereafter the industry had informed this office vide letter dated nil that it had rectified the observations made during visit on 15.12.2022 and requested to grant the Consent to Operate. Accordingly, the unit was revisited on 26.12.2022 during visit to the area and observed as under: 1.     The industry has provided one no. melting furnace with casting machine for production of casted zinc product from raw zinc in its premises and same is equipped with bag filter as APCD and stack of adequate height. Further, the industry has informed that other two no. such furnaces have already been procured but their delivery is taking time due to certain issues. As per the feasibility submitted by the industry at the time of obtaining NOC, the bag filter house provided will be able to cater the 3 no. furnaces and submitted completion certificate from M/s Evapo Tech Services, Patiala in this regard. However, the industry has yet to get the adequacy assessment report of APCD from PSCST Chandigarh. 2.     The industry has installed 12 no. grinding machines, all of which are equipped with common dust collector (cyclone separator) and stack of adequate height. 3.     The industry has installed 12 no. polishing machines, all of which are equipped with common dust collector (cyclone separator) and stack of adequate height. 4.     The industry has installed one no. water scrubber based on alkali media with its electroplating section and stack of adequate height. The industry has submitted that at the time of NOC, it has inadvertently mentioned 3 no. alkali scrubbers with electroplating bath. The industry has submitted completion certificate of APCD from M/s Evapo Tech Services, Patiala.  5.     The ETP installed by the industry was in operation and the treated effluent after ETP is being sent to RO plant for further treatment through PVC pipe. The treated effluent is entirely being reused in the process. Further, the RO reject is being discharged into the ETP for treatment. 6.     The industry has provided flow meter on line of use of fresh water in electroplating section. 7.     The industry has provided flow meter at outlet of ETP. 8.     The STP installed by the industry for treatment of domestic effluent was in operation and treated effluent after STP is being discharged for plantation purpose inside the premises. 9.     The industry has removed the stagnation of effluent near STP found earlier during visit. 10.  The industry has installed one no. D.G. set of 500 KVA capacity equipped with canopy and adequate stack height. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 In view of above, it is recommended that that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.09.2024 to the industry for manufacturing of Zinc Handles @ 70000 No./Day by using Zinc @ 5 MT/Day under red category with suitable conditions and special conditions as under: 1.     The industry shall get the adequacy assessment report of APCD from PSCST Chandigarh and submit the same in this office within 3 months. 2.     The industry shall ensure that it shall achieve ZLD all the times and shall not discharge treated/untreated effluent in any case. 3.     The industry shall maintain the record w.r.t. fresh water consumption, wastewater generation and effluent reused back in the process. 4.     The industry shall intimate the Board after the installation of pending machinery i.e. two no. melting furnace with casting machine for production of casted zinc product. 5.     The industry shall submit sampling report of trade effluent and stack in this office within 3 months.
