CTOA/Renewal/LDH3/2022/18805587 dated 22.06.2022 valid upto 21.12.2022 and under the Air Act, 1981 CTOA/Renewal/LDH3/2021/15115863 dated 22.06.2022 valid upto 21.12.2022 with conditions mentioned therein.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Earlier, the industry was visited by officer of the Board on 31.05.2022 and effluent samples from outlet of ETP were collected and as per the analysis report, concentration of various parameters is pH = 4.3 (6.5 - 8.5), TSS = 120 mg/l (50 mg/l), COD = 640 mg/l, BOD = 255 mg/l (30 mg/l), Oil & Grease = 4.6 mg/l (10 mg/l) was found beyond the prescribed limits of the Board.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Accordingly, the industry was given personal hearing before Senior Environmental Engineer on 30.09.2022, wherein it was decided that:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -24.75pt; line-height: 150%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry shall maintain and operate its effluent treatment plant (ETP), regularly and efficiently, so as to achieve the effluent standards, consistently as prescribed by the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -24.75pt; line-height: 150%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry shall furnish a bank guarantee amounting to Rs. 50,000/- in the office of Environmental Engineer, Regional Office-3, Ludhiana, within 07 days, as an assurance to maintain and operate the ETP regularly to achieve the effluent standards as prescribed by the Board.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -24.75pt; line-height: 150%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry, carry out re-sampling of the ETP and process the consent applications on merit.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">In compliance to the decision of personal hearing dated 30.09.2022, the industry has submitted bank guarantee of Rs. 50,000/- vide BG No. 14740100000165 dated 04.10.2022 valid upto 03.10.2023.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Thereafter, the industry was visited by AEE of this office on 04.10.2022 and the industry was not in operation due to off season and the industry was to start its full operation in November, 2022. Accordingly, short term Consent to Operate under the Water Act, 1974 was granted with special condition that the industry shall get its effluent samples analyzed from Board’s lab within this period.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Now, the industry has applied for renewal of ‘Consents to Operate’ under the provisions of the Water Act, 1974 and the Air Act, 1981 through OCMMS. The industry has submitted C.A. certificate dated 09.05.2022 and as per this C.A. certificate, gross fixed assets of the industry is Rs. 217.23 Lacs. The industry has deposited Rs. 10,800/- each vides UTR No. KKBKH22354940716 & KKBKH22354940255 dated 20.12.2022 under the Water Act, 1974 and under the Air Act, 1981 respectively. Consent fee deposited by the industry is adequate upto 30.09.2027 under Water Act, 1974. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry was visited by AEE of this office on 16.12.2022 and it was observed as under:- </span></p>

The industry has provided plantation in an area of about 07 kanals. The industry has provided new saplings in place of dead plants.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry has installed boiler of capacity 1.0 TPH and wood is being used as fuel. The industry has provided dust collector as APCD and adequate stack height provided after APCD. The air emission samples were collected from the stack of the boiler and as per analysis report, the concentration of SPM was found 494 mg/NM<sup>3</sup>, which is within the prescribed limits of the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo2; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry has provided one DG set of capacity 62.5 KVA and has provided canopy & stack of adequate height. </span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: 1.0in; line-height: 150%; margin: 0in 0in .0001pt -.5in;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">As such, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 & with the decisions of the personal hearing dated 30.09.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Keeping in view of the above, it is recommended that: </span></p>
