It is submitted that the industry has applied for obtaining consent to establish (NOC) from pollution angle for operation of Restaurant (All Types of Burger @ 1150 Numbers/Day) by using buns @ 1150 numbers/day, veg patties @ 850 numbers/day, non veg patties @ 300 numbers/day, softie @ 15 liter/day, bevereges @ 20 liter/day, vegetable 5 Kgs/day as raw material under green category along with requisite documents.  The industry has deposited Rs. 8400/- vide Receipt No. 502138178 dated 25.11.2022 as NOC fee against the project cost of Rs. 3.05 Cr. as per project report form submitted by the industry, which is adequate for one year. The project proponent has submitted building plan approved from Municipal Corporation, Patiala vide no. NR/18/377 dated 14.06.2018 issued in the name of Sh. Rajinder Kumar. The project proponent has submitted copy of land documents acquired by project proponent from Sh. Rajinder Kumar. As per project report, the industry has proposed to install effluent treatment plant of capacity 5 KLD for treatment of process effluent @ 4.0 KLD and the treated effluent shall be discharged into public sewer. The domestic effluent shall be directly discharged into public sewer. The project proponent has provided of D.G. set of capacity 125 KVA with canopy and stack of adequate height.      The site was visited by AEE on 05.01.2023 and observed that: 1.    The Project Proponent is located in Raj Kamal Square and completed the construction. Sh. Sunny, Store Manager has informed that the trial runs of the outlet have been from started from 01.01.2023 2.    The project proponent has installed effluent treatment plant for treatment of effluent generated from Kitchen section and the treated effluent shall be discharged into public sewer. The flow meter at outlet of ETP has been installed. 3.    Domestic effluent is being discharged into public sewer. 4.    The project proponent has provided D.G. set of capacity 125 KVA with canopy and stack of adequate height. The proposed site is meeting with siting criteria laid down by Board for such type of units, as per Board letter no. SEE(HQ-1)/F.244/2011/271 dated 10.10.2011 “Project proponent shall be allowed to set up Hotel / Motel / Inn / Lodge / Guest House / Restaurant / Banquet Hall / Marriage palace within MC limit, In case, the project proponent submit a certificate issued by the concerned Municipal Corporation / Municipal Council / Nagar Panchayat / Notified Area Committee to the effect that the site is suitable as per the statuary / non-statuary Master Plan and their bye- laws and / or submit Building Plan duly approved by the said Authority”. in this case, the unit is located within MC limit and has submitted building plan approved from Municipal Corporation, Patiala.   The competency to decide the case lies with EE, Regional Office being green category and small scale unit. Keeping above in view it is recommended that consent to establish (NOC) from pollution angle may be granted for one year with usual conditions and special condition as under: 1.          The industry shall not commission its unit without obtaining consent to operate as required under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. 2.          The industry shall obtain necessary statutory permissions/clearances from all other concerned departments. 3.          The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). 4.          The industry shall not install any boiler/furnace in its premises without prior permission of the Board. 5.          The industry shall not install any other machinery resulting in generation of trade effluent/source emissions without prior permission of the Board.  6.          The industry shall not install any machinery resulting nuisance in its vicinity.
