<p style="text-align: justify;">It is intimated that the industry is a small scale orange category printing and washing unit. The industry was identified by the AEE of RO on 07.03.2022 and the industry was found running without obtaining NOC/consent to operate from the Board and the report of the same was sent online through e-office.</p>
<p style="text-align: justify;">Thereafter, the industry has applied fresh consent to operate under Water Act, 1974 and Air Act, 1981. It is further intimated that a telephonic complain was received against the industry on 27.06.2022, accordingly the industry was visited by the officer of this office and found that the industry has installed 01 continuous washing machine and 01 roller printing machine inside the premises without obtaining prior permission from the Board. The industry had installed ETP for the treatment of effluent generated from the process. The treated effluent was being discharged onto land for plantation. During the visit effluent sample from the outlet of ETP was collected and the same was sent to the Board’s lab for analysis. As per the analysis report, results of the various parameters were found as pH= 8.8, TSS= 148 mg/l, TDS= 1356 mg/l, COD= 420 mg/l, BOD= 110 mg/l, Oil & Grease= 8.6 mg/l, Sulphide= 2.4 mg/l, Phenolic Compound= BDL, Ammonical Nitrogen= 18.0 mg/l, Total Chromium as Cr= BDL and SAR= 2.5. As per the analysis report, the results of various parameters were found beyond the limits prescribed by the Board. Accordingly, the consent to operate applied by the industry under Water Act, 1974 and Air Act, 1981 were refused vide no. CTOW/Fresh/LDH3/2022/19173483 dated 01.08.2022 and vide no. CTOA/Fresh/LDH3/2022/19173394 dated 01.08.2022, respectively.</p>
<p style="text-align: justify;"> Now the industry has again applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for the production of washing & printing of unstitch suits @ 800 numbers/day with the disposal of trade effluent @ 48.0 KLD onto land for plantation after ETP (4000 sq. yards) and domestic effluent @ 1.2 KLD onto land for plantation after septic tank. The industry has deposited consent, which are adequate upto 31.03.2024 under both acts.</p>
<p style="text-align: justify;"> The industry was visited by AEE of RO on 17.12.2022 and it was observed that:-</p>
<p style="text-align: justify;">1. The industry was in operation and the same was engaged in the work of printing and washing of fabrics.</p>
<p style="text-align: justify;">2. The industry has installed 01 continuous washing machine, 01 roller printing machine, 01 stunter and digital printing machines inside the premises.</p>
<p style="text-align: justify;">3. The industry has submitted the feasibility report of ETP of capacity 50 KLD consisting of components as Equalization tankàChemical dosing tankà, Primary tube settleràBiological tankàSecondary tube settlerà Filters.</p>
<p style="text-align: justify;">4. During the visit only aeration was in operation and no effluent was being discharged from the outlet of ETP.</p>
<p style="text-align: justify;">5. The industry has provide plantation at land of about 4000 sq yard in two pockets.</p>
<p style="text-align: justify;">6. The industry has installed one boiler of capacity 2 TPH with multi cyclone separate as APCDs with adequate stack. Wood was stored for using as fuel in boiler.</p>
<p style="text-align: justify;">7. The industry has also installed 01 DG set of capacity of 250 KVA with canopy and stack height.</p>
<p style="text-align: justify;">8. The industry has submitted the copy of approved building plan from the competent person under Factory Act.</p>
<p style="text-align: justify;">9. The industry has submitted copy of area classification certificate obtained from DTP, Ludhiana vide no. 1203/DTP(L)/M2A dated 24.05.2022 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031).</p>
<p style="text-align: justify;">10. The industry has submitted the copy of invoice of its washing machine as proof regarding the date of commissioning of the unit i.e. 23.02.2021. </p>
<p style="text-align: justify;">The industry was earlier recommended for action u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 as the ETP was not in operation and the effluent samples were beyond the prescribed limits. However, from the present report, the ETP of the industry was in operational. </p>
<p style="text-align: justify;"> In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months with special condition that the industry shall submit effluent analysis report from the Board, within 2 months.</p>
