Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-           Earlier, the industry has already granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/10453261 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOA/Renewal/ASR/2019/10453475 dated 19/07/2019 for manufacturing of Zinc Sulphate @ 2500 MT/Year by using Zinc Ash @ 1500 MT/Year & Sulphuric Acid @ 1000 MT/Year as raw material (under red category), which are valid up to 30/06/2024 with suitable conditions mentioned therein.           Now, the industry has applied for CTE expansion under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (under red category) with requisite documents for addition of Boiler of capacity @ 1000 Kgs/hr (1 TPH) and Drum Dryer for manufacturing of Zinc Sulphate Heptahydrate @ 1250 MT/Year & Zinc Sulphate Monohydrate @ 1250 MT/Year by using Zinc Sulphate @ 2500 MT/Year by using Zinc Ash @ 1500 MT/Year & Sulphuric Acid @ 1000 MT/Year as raw material.           The industry has submitted a copy of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 issued to it along with request to expand and modernize their existing manufacturing unit with the installation of the additional machinery i.e. Boiler of capacity @ 1000 Kgs/hr (1 TPH) and Drum Dryer. The industry has also submitted the compliance reports of previous granted consents, partnership deed, project report of expansion, feasibility report, manufacturing process, site plan and layout plan etc.           The industry was visited by AEE of this office on 06/01/2023 and observed the following:- 1.    The industry has already been granted consents to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 valid up to 30/06/2024 (under red category). 2.    The industry was in operation and complying with the conditions of the consents granted to it. 3.    The industry has submitted Rs. 3600/- vide UTR No. N355222256113826 dated 21/12/2022 as NOC fee and Rs. 500/- vide vide UTR No. N355222256123758 dated 21/12/2022 as an application form fee. 4.    No work has started for the proposed expansion.           It is further intimated that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The proposed process of the industry falls in Red category in small scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.           Keeping in view of above, it is recommended that the consent to establish (NOC) for expansion under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted for one year as per the policy of the Board along with special condition that the industry will not operate the expanded machinery without obtaining varied consents from the Board.
