<ul style="margin-top: 0cm;" type="disc"> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry is a small scale red category unit.</li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 Vide No. CTOW/Varied/JAL/2018/8976948 dated 21.12.2018 valid upto 30.06.2022 and under Air (Prevention and Control of Pollution) Act, 1981 Vide No. CTOA/Fresh/JAL/2018/6177581 dated 08.01.2018 valid upto 30.06.2022 for manufacturing of Tablets and Capsules @20000Numbers/Day  i.e Paracetamol @250Kg/Year, Amoxicillin @100Kg/Year, Starch @500Kg/Year, empty Capsuls @10000 Numbers/Day, Vitamins B1, B2 , B6 Etc @ 50 Kg/Year under red category. </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">Thereafter, the industry was issued show cause notice with personal hearing before the Senior Environmental Engineer, Zonal Office, Jalandhar on 31.05.2022 wherein it was decided as under: </li> </ul> 1.    The industry shall modify the evaporation system provided by increasing the surface area for proper evaporation of effluent within 07 days. 2.    The industry shall not discharge any trade effluent and shall utilize entire domestic effluent onto land for plantation through septic tank. 3.    The Regional Office-1, Jalandhar shall verify the status and process consent application of industry on merit.               Accordingly, to verify the status, the industry was visited by officers of this office on 07.06.2022 and observed that :- <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">1.    The industry has completed brick work for construction of a new forced evaporation pond on 1st floor of size approx. 10' x 6' x 2.25' in addition to its existing forced evaporation pond of size approx. 2.89m x 3.04m x 0.6m. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">2.    During visit both the tanks meant for forced evaporation for were seen totally empty. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">3.    No heater has been placed in the new solar evaporation pond and the same has not been put plaster (cement) on walls yet i.e the same is still under construction. No pipeline has been provided yet to carry effluent into it. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">4.    Two no. heaters of unknown wattage were seen in the existing solar evaporation pond which was seen empty. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">5.    The industry has planted new saplings of ashoka plant along the boundary wall. However the industry has not provided permanent pipeline distribution for discharging effluent along the boundary for plantation. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">6.    The industry has provided one underground tank for collection of sewage. The representative claimed that the same is a septic tank with partition. However it could not be verified as the manhole over it was only of size (dia 2 ft) & it was filled upto top. The representative claims that the size of this tank is 10' x 12' x 10'. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">7.    The industry has provided a motor for lifting of sewage from this tank which is connected to a pipeline (PVC) leading to the front gate of industry. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 54.0pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l2 level1 lfo3;">8.    The liquid medicine /syrup manufacturing section were in operation during visit & same effluent was also found stagnated in the operational area. ·         Thereafter, the industry was issued notice to issue direction u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 along with show cause notice for violation of provisions of Air (Prevention and Control of Pollution) Act, 1981 with an opportunity to file objection if any on the proposed direction in writing within 15 days to Chief Environmental Engineer, Jalandhar. ·         The reply submitted by industry in the office of Chief Environmental Engineer, Jalandhar mentioning compliance of the norms and requesting for grant of consent was received for further necessary action in the matter. <ul style="margin-top: 0cm;" type="disc"> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and consent under Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board for for manufacturing of for manufacturing of Tablets & Capsules  @ 20000 Nos/day and  Syrups @ 500 ltr/day by using Paracetamol @ 350 Kg/Year, Amoxicillin @ 150 Kg/Year, Strach @ 750 Kg/Year, Empty Capsules @ 10000 Numbers/Day, Vitamins B1, B2 , B6 Etc @  50 Kg/Year, Aceclofenac @ 300 Kg/Year as raw material under red category with discharge of trade effluent @ 0.3 KLD into solar cum forced evaporation pond. </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry was visited by officers of this office on 06.01.2023 and it was  observed that;-</li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry was in operation during visit and was engaged in manufacturing of medicines.</li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The construction work for expansion was going on at site. The industry has also submitted application for obtaining consent to establish (NOC) for expansion online through OCMMS which is being processed separately.   </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry is generating effluent from washing of utensils / machines being used for manufacturing of syrups.   </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry has now provided a new solar cum forced evaporation pond at roof top of size 10' x 10' x 2' and has installed 4 nos. electric heaters of 3 KW each in it for force evaporation. The industry has provided motor pump to lift the effluent from underground tank near syrup section to solar cum forced evaporation pond.  </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry has now provided a new septic tank of sixe 12' x 12' x 6' and has                                                                                        provided another tank of size 3' x 3' x 6' adjacent to it for collection of treated sewage from septic tank from where it is being pumped through a permanent pipeline for discharge onto plants planted along the boundary wall.</li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry has installed 1 no. DG set of 62.5 KVA with canopy and has now also provided adequate stack height with it. </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The fixed assets of the industry has also increased from Rs. 99.93 lacs as per the last CA certificate submitted at the time of grant of previous consent  to Rs. 233.25 lacs as per latest CA certificate submitted. The industry has submitted that the increase due to plant & machinery purchased for syrup section. The industry has submitted adequate NOC regularization fee for this increase. The industry has also submitted adequate consent fee under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 which is adequate upto 30.06.2024.  </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry is now complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981. </li> <li class="MsoNormal" style="color: black; text-align: justify; text-justify: inter-ideograph; line-height: 115%; mso-list: l0 level1 lfo1;">The industry is small scale red category and the competency of case lies with Senior Environmental Engineer, Zonal Office, Jalandhar.  </li> </ul>   Recommendation:- Keeping in view of above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2024 with usual conditions as per policy of the Board.
