It is intimated that the industry is a large scale red category forging unit with phosphating section and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/FGS/2018/7572893 dated 21/06/2018 valid upto 31/03/2022 and the Air (Prevention & Control of Pollution) Act, 1981, vide no. CTOA/Renewal/FGS/2019/10443436 dated 31/07/2019 valid upto 31/03/2022 for manufacturing of Forging Auto Components (Crank Shaft & Gears) @ 25 MTD, Forging Auto Components (Differential Gears & Pinion) @ 1900 Number/day with suitable conditions and following special conditions :- 1.       The industry shall not use any unauthorized fuel in its premises                                    under any circumstance. 2.       The industry shall ensure that no air pollution problem / public                                    nuisance / odour problem is created in the area due to discharge of                              emissions from its industrial premises.. The industry had applied for renewal for under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981   for Forging Auto Components (Crank Shaft & Gears) @ 25 MTD, Forging Auto Components (Differential Gears & Pinion) @ 1900 Number/day, which was returned at scrutiny level (Details can be checked in the note history of the application ID. 20081522 & 20081511). Now, the industry has again applied for renewal of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents and fee. The industry has deposited penalty fee of Rs. 42000/-(100%) under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 918000/-   under the Air (Prevention & Control of Pollution) Act, 1981 which includes consent fee of Rs. 420000/- under each Act,  Air penalty fee of Rs. 42000/-(100%) and NOC regularization fee of Rs.36000/-. The consent fee deposited by the industry, is adequate upto 15/12/2027 against fixed assets of Rs. 6703.5 Lacs as on 31/07/2021. As per CA certificate submitted by the industry, the cost of fixed assets have increased by 10.80 cr. Lakhs form pervious CA certificate. Accordingly, the industry has deposited NOC regularization fee of Rs36000/- against increase in the cost of fixed assets which is adequate. The industry has submitted details of increase in  cost of fixed assets which comprises mainly of plant and machinery , building and other assets . The industry has submitted an undertaking that they have added one forging press and with this addition there is no impact on their production and pollution load and they have renovated their admin block and no additional plant has been installed. The stack emission sample were collected by M/s SIMA LAB,  Ludhiana (NABAL) on 28/10/2022 from stack attached to heat treatment furnace and as per the analysis results, the concentration of SPM is found to be 72 mg/Nm3, which is within the permissible limits laid down by the Board. The industry has already been visited by Environmental Engineer alongwith undersigned surprisingly on 25/11/2022 and contacted Sh. Krishna Prasad, plant manger at site. During visit, it was observed as under:- 1.    The industry is involved in forging of Auto Components (Crank Shaft & Gears) from round bars. 2.     It was observed that there are lot of process emissions in the shed. The industry has installed no. HSD/LDO fired 2 no.heat treatment furnaces for hardening and tempering of products. It was observed that although hood has been provided at the out let of the furnaces but the part process emissions from the outlet of these furnaces were going untapped into the atmosphere thus creating air pollution. Further, the part emissions entering the hood were further connected to a stack of inadequate height. 3.    The industry has installed phospating section which was not in operation during the visit. The industry has made arrangement to tap emissions from the section and is connected to stack of inadequate height. 4.    The industry has  provided two tanks of about 5000 ltrs capacity with phosphating section. Both the tanks were about half full with effluent . The representative of the industry informed that phosphate is being done as per requirement. 5.    The industry had made an agreement with M/s JBR Technology Pvt Ltd, Ludhiana @ 3000 ltrs/month for the disposal and treatment of trade effluent generated from the phosphating  process. The industry has not made agreement with CETP, Chanalon as per the latest Boards order. 6.    The industry has not provided flow meter on the submersible pump and is not maintaining any separate record for freshwater consumption and generation from the phosphating section. The industry did submit the receipt of effluent @ 2500 ltrs lifted by JBR on 30/03/2022. 7.    There are about 375 workers working in the unit in three shifts. The domestic effluent  generated from was found being discharged onto land for stagnation after septic tank. In view of above, may if approved, Senior Environmental Engineer, Zonal Office - 2, Patiala, may be recommended that ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be refused.   Report already sent through e-note, for taking action.
