File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">It is intimated that the industry is a medium scale red category printing unit. The industry was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 valid upto 18.01.2023 and 31.03.2023, respectively for the production of weaved &amp; printed cloth (ladies suit &amp; dupatta) @ 25000 meter/day with Embroidery @ 6500 meter/day with disposal of trade effluent @ 4 KLD reuse back in process after treatment and domestic effluent @ 1 KLD reuse back in process after treatment.&nbsp;</p> <p style="text-align: justify;">Further the directions u/s 5 of Environment Protection Act, 1986&nbsp;was issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 19.01.2023 vide Board&rsquo;s letter no. 4928 dated 20.07.2022.</p> <p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under Water Act, 1974 for the generation of trade effluent @ 280 KLD and domestic effluent @ 20 KLD and for reusing the same in the process. The industry had already deposited consent fee, which are adequate upto 31.12.2023 under both Acts.</p> <p style="text-align: justify;">&nbsp;The industry was visited by AEE of RO on 26.12.2022 and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation and the same was engaged in the manufacturing, washing and printing of ladies suits.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed one flat printing machine, tables for printing, power loom machines, 3 washing machines &amp; 01 continuous washing machine within its premises.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed an ETP based on ZLD for the treatment of effluent generated from washing and printing. The industry has provided collection tank for the RO permeate with provision to reuse it in the process. The industry has provided MEE for the evaporation of RO reject.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp; <!--[endif]-->During the visit ETP was in operation and the industry was maintaining the record regarding the consumption of fresh water consumed, effluent treated as well as treated effluent reused in process.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp; <!--[endif]-->Now the industry has changed its hazardous waste storage room. Newly provided room is adequate enough to store the sludge generated from the industry. Lock and key arrangement has been provided with the room.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has also installed 2 no. D.G sets of capacities 500 KVA and 01 no. DG set of capacity 380 KVA, which are provided with canopies and adequate stack height.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 02 no. steam boilers of capacities 3 TPH &amp; 2.5 TPH and 01 Boiler of capacity 2 TPH with Multi cyclone separator followed by dual stage alkali scrubber as APCD. During the industry was using wood/pet coke as fuel in boilers. During the visit alkali scrubber was not in operation due to malfunctioning of circulating pumps.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp; <!--[endif]-->The SO2&nbsp;analyzer installed with the stack of the boiler was not operational and the pH meter was also showing error in reading. The pH was checked with pH paper and the same was found 02.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry is not complying with the provisions of the Air (Prevention &amp; Control of Pollution) Act, 1981.</p> <p style="text-align: justify;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In view of above, it is recommended that:-&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->Directions&nbsp;u/s 5 of Environment Protection Act, 1986&nbsp;may be issued to restore the electric connection of the industry temporarily for the period of six months.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->Advisory may be issued to the industry to operate its APCD and SO2 meter properly &amp; regularly, failing which the Board may take strict action including imposition of Environmental Compensation and closure of the industry without any further notice.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted to the industry for the period of six months with the special conditions that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->a)&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall got lifted its sludge regularly and shall maintain the record regarding operation of ETP, generation and lifting of sludge.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->b)&nbsp;&nbsp; <!--[endif]-->The industry shall got analysed its stack samples from the Board's lab, within 2 months.</p> <p style="text-align: justify;">Competency : Hon'ble Chairman of the Board</p>
