CTOW/Renewal/SAS/2018/8693897 dated 02/11/2018 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2018/8694584 dated 02/11/2018, having validity upto 30/09/2023 for manufacturing of Swing Thread Yarn @ 15 TPD as products subject to suitable conditions mentioned therein.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Thereafter, the industry was granted consent to establish NOC for expansion of the unit, for production of PC yarn @ 14 MTD and Cotton yarn @ 21 MTD, vide letter no. CTE/Exp/SAS/2022/17584864 dated 02/02/2022, which is valid upto 01.02.2023.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';"> Now, the industry has applied for obtaining varied of ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of PC Yarn @ 14 MTD and Cotton Yarn @ 21 MTD as products with requisite documents and consent fee.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has deposited Rs. 10,98,000/- vide R. no. 512789106 dated 01.11.2022 and Rs. 528000/- vide R. no. 304937337 dated 01.09.2022 under the Water Act, 1974 and Rs. 10,98,000/- vide R no. 681547591 dated 01.11.2022 and Rs. 528000 /- vide R. no. 921450655 dated 01.09.2022 under Air Act, 1981. The consent fee deposited by the industry is adequate upto 30.09.2027 against the total fixed assets of Rs. 310 cr. on 15.12.2022 (copy of latest CA certificate is attached as </span><strong><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">Annexure-A</span></strong><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">).</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has also submitted a copy of building plan approved by Er. Ajaypal Singh Rehal, Competent Person of Director of Factories of Punjab dated 05.04.2022.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has submitted a copy of dimensional drawing and completion certificate of new STP of capacity 50 KLD, followed by ultra filtration plant (UF plant), alongwith in its application.</span></p>

The industry has an existing skid mounted type STP of capacity 25 KLD, which was in operation during the visit. As per the records maintain by the industry, around 16-17 KLD of wastewater is being treated in the said STP. During visit, effluent sampling of the STP was carried out and the samples have been sent to Head office Lab, Patiala for further analysis and the results are awaited. It is also mentioned here that the alongwith its online application, the industry has submitted a copy of sampling of the effluent carried out by M/s Noida Testing Laboratories on 11.07.2022 and the results are tabulated as under:</span></p>

However, the industry has installed new STP of capacity 50 KLD. The representative of the industry informed that they have installed STP of capacity 50 KLD, with a view of any future expansion to be planned, at later stage.</span></p>

The industry has already developed the said land area as per Karnal Technology and is currently using its treated effluent in the said area.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0.2pt 0.0001pt 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">It is worth to mention here that the plantation portion of the unit falls in the low-lying area of the entire vicinity. Thus, the domestic effluent from the pond of Lalru Mandi flows towards the plantation area of the unit and gets stagnated there. In this regard, the industry has proposed to construct a boundary wall along its plantation area, so as to restrict the entry of domestic effluent of Lalru Town in its premises. The industry has also submitted a letter dated 06.01.2023 in this office (attached below), mentioning that they shall construct the said boundary wall within 03 months.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0.2pt 0.0001pt 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px; font-family: 'Bookman Old Style', 'serif';">The industry has installed 01 no. CTOW/Renewal/SAS/2018/8693897 dated 02/11/2018 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2018/8694584 dated 02/11/2018, having validity upto 30/09/2023.</span></p>

<p class="MsoListParagraph" style="margin: 0in -2.3pt 0.0001pt 21.3pt; text-align: justify; text-indent: -21.3pt; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif'; letter-spacing: -0.05pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: 'Bookman Old Style', 'serif';">The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.</span></p>
<p class="MsoBodyText" style="margin: 8.05pt -2.3pt 0.0001pt 21.3pt; text-align: justify; text-indent: -21.3pt; line-height: 16.3pt; background: white;"><span style="font-size: 10.5pt;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt;">The industry shall ensure that no nuisance is created in the vicinity of its premises from the operations of its service station. In case, any complaint is received against the unit, the Board shall be at liberty to revoke/ cancel this consent without giving any opportunity of hearing to the industry.</span></p>
<p class="MsoBodyText" style="margin: 8.05pt -2.3pt 0.0001pt 21.3pt; text-align: justify; text-indent: -21.3pt; line-height: 16.3pt; background: white;"><span style="font-size: 10.5pt;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt;">The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.</span></p>
