<p>Sir RO has reported that earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/ASR/2022/19568353 dated 16/09/2022, which is valid up to dated 15/09/2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/ASR/2022/19568347 dated 16/09/2022, which is valid up to dated 15/09/2023 for manufacturing of Packing Material HM @ 400 Kgs/day, Packing Material LD @ 100 Kgs/day, Packing Material PP @ 400 Kgs/day, Recycled Plastic Granules @ 200 Kgs/day & Plastic Food Containers @ 500 Kgs/day by using Packaging Material Mix @ 900 Kgs/day, Waste Plastic @ 200 Kgs/day & Virgin Plastic Granules @ 500 Kgs/day as Raw Materials. The industry is also engaged in manufacturing of Paper Cups @ 500 Kgs/day by using Paper Blank @ 400 Kgs/day & Bottom Paper Cup @ 100 Kgs/day as Raw Materials.</p>
<p> Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Packing Material HM @ 400 Kgs/day, Packing Material LD @ 100 Kgs/day, Packing Material PP @ 400 Kgs/day, Recycled Plastic Granules @ 200 Kgs/day, Plastic Food Containers @ 500 Kgs/day & Paper Cups @ 500 Kgs/day by using Packaging Material Mix @ 900 Kgs/day, Waste Plastic @ 200 Kgs/day, Virgin Plastic Granules @ 500 Kgs/day, Paper Blank @ 400 Kgs/day & Bottom Paper Cup @ 100 Kgs/day as Raw Materials. The industry has submitted the latest CA Certificate, site plan, land documents, partnership deed, SSI certificate, CLU letter & request letter etc.</p>
<p> The industry was visited by officer of this office on 30/12/2022 and observed as under:-</p>
<p>1. The industry was in operation.</p>
<p>2. The industry is engaged in the manufacturing of Packing Material HM @ 400 Kgs/day, Packing Material LD @ 100 Kgs/day, Packing Material PP @ 400 Kgs/day, Recycled Plastic Granules @ 200 Kgs/day & Plastic Food Containers @ 500 Kgs/day by using Packaging Material Mix @ 900 Kgs/day, Waste Plastic @ 200 Kgs/day & Virgin Plastic Granules @ 500 Kgs/day as Raw Materials.</p>
<p>3. The industry has installed 03 no. machines to manufacture industrial packing material.</p>
<p>4. The industry is also engaged in manufacturing of Paper Cups @ 500 Kgs/day by using Paper Blank @ 400 Kgs/day & Bottom Paper Cup @ 100 Kgs/day as Raw Materials.</p>
<p>5. The industry has also installed 05 no. machines to manufacture paper cups and 01 no. machine to manufacture Recycled Plastic Granules.</p>
<p>6. The industry has not installed any DG set inside the premises of the industry.</p>
<p>7. Earlier, 03 no. machines were sealed by this office which were meant for manufacturing of single use plastic and the seals of this machinery was found intact. Now, the industry has proposed to convert 01 no. machine to manufacture plastic food containers which are not covered under single use plastic ban items.</p>
<p>8. During the visit it was observed that the industry was not manufacturing any single use plastic ban items.</p>
<p> It is further intimated that the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981 and SOPs framed for plastic industries. Further, the industry has not manufacturing any item falling under the single use plastic ban. </p>
<p>RO has recommended that </p>
<p>a) The Consent to operate under Water Act, 1974 and Air Act, 1981 be granted to the industry up to 30/09/2027 with suitable conditions along with special conditions that:-</p>
<p>1) The industry will comply with the SOPs framed for the Plastic industries by the CPCB.</p>
<p>2) The industry will not manufacture any item falling under the single use plastic ban.</p>
<p>3) The industry shall not manufacture and sell commercially any compostable or biodegradable plastic item without first getting registration from CPCB.</p>
<p>b) Separate e-noting may be moved to de-seal 01 no. machine out of 03 no. machines, which were sealed earlier by this office, as the industry proposes to manufacture plastic food containers after converting this machine.</p>
<p> Keeping in view of above, may if approved:-</p>
<p>a) The Consent to operate under Water Act, 1974 and Air Act, 1981 be granted to the industry up to 30/09/2027 with suitable conditions along with special conditions that:-</p>
<p>1) The industry will comply with the SOPs framed for the Plastic industries by the CPCB.</p>
<p>2) The industry will not manufacture any item falling under the single use plastic ban.</p>
<p>3) The industry shall not manufacture and sell commercially any compostable or biodegradable plastic item without first getting registration from CPCB.</p>
<p>b) RO be directed to move separate e-noting to de-seal 01 no. machine out of 03 no. machines, which were sealed earlier by this office, as the industry proposes to manufacture plastic food containers after converting this machine.</p>
