The project proponent has applied for ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under green category for operation of coffee shop. The coffee shop has submitted CA certificate mentioning the value of gross fixed assets of Rs. 195 lacs. The unit has deposited online consent fee of Rs. 32000/- vide R.no. 438380497 dated 06.01.2023 under the Water Act, 1974 & Rs. 32000/- vide Rno. 563872751 dated 06.01.2023 under the Air Act, 1981 & Rs. 6400/- vide R no. 815877499 dated 31.12.2022 as NOC regularization fee, which is adequate up to 31.12.2027 under the each act. The unit was visited by officer of this office on 10.01.2023 and observed as under: </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">1. The coffee shop has setup at ground floor at Malahar road, Sarabha Nagar, Ludhiana having seating capacity of 50 person and has yet not started its operations. The representative of the unit informed that the unit is to be started from 13.01.2023 </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">2. The coffee shop has installed 01 coffee machine in its premises and some freezers. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">3. Domestic effluent is being discharged into MC sewer. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">4. The coffee shop has installed 01 no. DG set of capacity 200 KVA, which is equipped with canopy and adequate stack height. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;">5. The industry has also submitted the copy building plans approved by Municipal Corporation, Ludhiana. The coffee shop has also submitted copy of receipt issued by MC, Ludhiana regarding site suitability of the site. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 13.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #5d5d5d; background: white;"><span style="mso-spacerun: yes;"> </span>As such, the coffee shop is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. Keeping in view of the above, it is recommended that:- 1. The application of the industry for ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 may be granted for a period upto 31.12.2027 subject to suitable conditions and special condition as under:-</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="text-indent: -0.25in; font-size: 13.5pt; line-height: 150%; font-family: Verdana, 'sans-serif'; color: #5d5d5d;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="text-indent: -0.25in; font-size: 13.5pt; line-height: 150%; font-family: Verdana, 'sans-serif'; color: #5d5d5d; background: white;">The PP shall comply with the general standards for discharge as Schedule-IV appended to EPA Rules, 1986 as notified vide notification no. GSR-322( E ) dated 19.05.1993.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="text-indent: -0.25in; font-size: 13.5pt; line-height: 150%; font-family: Verdana, 'sans-serif'; color: #5d5d5d;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="text-indent: -0.25in; font-size: 13.5pt; line-height: 150%; font-family: Verdana, 'sans-serif'; color: #5d5d5d; background: white;">The PP shall submit analysis report of treated wastewater from Board’s Lab/ Board’s approved Lab.</span></p> |
