CTOA/Renewal/LDH3/2021/17195969 dated 18.11.2021 and under Water Act, 1974 vide no. CTOW/Renewal/LDH3/2021/17195958 dated 18.11.2021, both valid upto 31.03.2022 for 26 bedded hospital subjected to the conditions mentioned therein. Now the HCF has applied for grant of renewal of consent to operate under Air Act, 1981 and Water Act, 1974 for 26 bedded facility. The HCF has submitted requisite documents through OCMMS. The HCF has deposited Rs. 6000/- with reference no. IMPS30060937884 on 06.01.2023 as Air Consent fee, and Rs. 6000/- with reference no. IMPS300609381563 on 06.01.2023 as water consent fee. The consent fee submitted by the HCF is valid upto 30.09.2024 under both Acts. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Further, as per Head Office order no. 601 dated 16.12.2021, the Competent Authority of the Board in partial modification to earlier Board&rsquo;s office order no. 468 dated 31-08-2021, has decided that HCFs up to 50 bed capacity which are discharging their liquid waste into public sewer and operating wlthin MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement/measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016 amended up to date and subsequent amendments if any.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;"><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Further, the competent authority of the Board has clarified vide no. HQ-3/EPA/2022/393-408 dated 06.06.2022 that bedded HCFs are required to comply with the standards prescribed under schedule-ll of the BMW Rules, 2016. In case, wastewater is discharged into a public sewer connected to the terminal STP, the bedded HCFs are required to meet general standards as notified under Environment (Protection) Act, 1986&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The said HCF falls under the Jurisdiction of M.C Ludhiana, where terminal STP has already been installed and the HCF has submitted analysis report of wastewater issued by M/s Environment Testing Lab, Dharuhera, Distt. Rewari, Haryana. As per which the parameters are meet up with the general standards as notified under Environment (Protection) Act, 1986&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Keeping above in view, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF upto 30.09.2024 subject to suitable conditions and specific conditions as under: -</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">1. The HCF shall always meet the general effluent standards&nbsp;as notified under Environment (Protection) Act, 1986.&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">2. The HCF shall not increase the bed capacity without the prior permission of the Board. </span></p>
