<p>Sir RO has reported that the unit established and commissioned without obtaining NOC/Consents of the Board. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued vide Zonal Office letter no. 2495 dated 08/09/2021 to the PSPCL Authorities to disconnect electric connection of the Service Station with immediate effect. The PSPCL Authorities were requested vide this office letter no. 2404-05 dated 06/10/2021 and letter no. 2703-04 dated 29/12/2021 to submit compliance of the directions issued by the Board. In compliance of the direction issued by the Board, the Assistant Executive Engineer, PSPCL, Sub-Division, (West), Batala has intimated vide letter no. 337 dated 17/03/2022 that the electric connection of the service station has been disconnected. The compliance of the directions was sent to Zonal Office, Amritsar through e-note no. 13819830 dated 24/03/2022 for information.</p>
<p>Now, the service station has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the operation of Service Station through OCMMS mode under Orange Category along with requisite documents which can be perused.</p>
<p>The service station has deposited Rs. 66800/- vide online UTR No. 000381794719 dated 06/10/2021 and Rs. 69900/- vide online UTR No. 000381798864 dated 06/10/2021 under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 including Rs. 3600/- as NOC Regularization fee & Rs. 500/- as application fee same are adequate upto 30.09.2023 under both acts.</p>
<p> The service station has submitted feasibility report of effluent treatment plant of capacity 5 KLD installed in the premises along with completion certificate for its installation. As per detail submitted by the service station the installed ETP having components:- Collection Tank > Oil & Grease Chamber > Flash Mixer > Flocculator > Tube Settler > Pre-Filtration Tank > Sludge Drying Beds. The service station has intimated that they will recycle 100% of the treated waste water after ETP.</p>
<p>The service station has submitted report issued from Assistant Town Planner, Municipal Corporation, Batala vide letter no. 2229 dated 30.09.2022, in which it has intimated that site of the service station falls within residential zone as per notified Master Plan Batala (2010-31). As per Table-02, clause-5 of Uniform Zoning Regulation guidelines (2018) of Master Plan the above said activity in residential zone is allowed. The service station has also submitted copy of building plan approved by Municipal Council, Batala.</p>
<p>That unit was visited on 10.01.2023 and it was observed as under:-</p>
<p>1. The unit was engaged in sale of two wheelers. The washing section of the unit was not operative due to non-availability of electric connection.</p>
<p>2. The Service Station has installed ETP of capacity 5 KLD having components: Collection Tank > Oil & Grease Chamber > Flash Mixer > Flocculator > Tube Settler> Pre-Filtration Tank > Sludge Drying Beds.</p>
<p>3. The Service Station has provided outlet of ETP to its water storage tank for purpose of recirculating its treated water and partially for gardening/plantation area.</p>
<p>4. The Service Station has not installed water meter on outlet of the ETP and representative was advised to installed the same on ETP.</p>
<p>RO has recommended that </p>
<p><span lang="EN-IN">1.</span><span lang="EN-IN"> </span><span lang="EN-IN">Directions u/s 33-A of the Water (Prevention & control of Pollution) Act, 1974 issued to PSPCL Authority to restore its electric connection temporary of Six Month period.</span></p>
<p>2. The consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & control of Pollution) Act, 1974 may be granted to the Service Station temporary for six month period with the suitable conditions along with the special condition that the Service Station shall install water meter at the outlet of the ETP.</p>
<p>In view of above, it is recommended that:-</p>
<p><span lang="EN-IN">1.</span><span lang="EN-IN"> </span>The consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & control of Pollution) Act, 1974 may be granted to the Service Station temporary for six month period with the suitable conditions along with the special condition that the Service Station shall install water meter at the outlet of the ETP.</p>
<p>2. Directions u/s 33-A of the Water (Prevention & control of Pollution) Act, 1974 issued to PSPCL Authority to restore its electric connection temporary of Six Month period.</p>
