R15BTICTOA2346655 dt. 12.02.2015, with validity upto 30.09.2019, for operation of brick kiln with natural draft technology to manufacture bricks & tiles @ 30,000 nos./day, subject to the conditions mentioned therein. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -34.7pt; line-height: normal; mso-pagination: none; mso-list: l5 level1 lfo2; tab-stops: 35.45pt; text-autospace: none; margin: .4pt 9.7pt 0cm 14.2pt;">Ø    Now, the industry has applied for varied consent to operate under the Air Act, 1981 and new consent to operate under Water Act, 1974 under orange category as per the prevailing policy after converting the brick kiln on zig-zag technology to manufacture bricks & tiles @ 30,000 nos./day. The Brick kiln has submitted completion certificate dt. 30.12.2019 from CSIR-Central Building Research Institute, Roorkee to the effect that the kiln has constructed high draft brick kiln with Zigzag technology, rectangular in shape as per the CSIR-CBRI design. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -34.7pt; line-height: normal; mso-pagination: none; mso-list: l5 level1 lfo2; tab-stops: 35.45pt; text-autospace: none; margin: .4pt 9.7pt 0cm 14.2pt;">Ø    The kiln has deposited consent fees of Rs. 21,800/- through online vide R.no. N333222224119340 dated 29.11.2022 under Air Act, 1981 including penalty fee and Rs. 14,400/- through online vide R.no. N333222224139843 dated 29.11.2022 under Water Act, 1974, which is adequate upto 30.09.2026 against the fixed asset of Rs. 19.10 lac as per the C.A. certificate. The industry has also deposited the NOC regularization fee of Rs. 1100/- through online vide N333222224150047 dated 29.11.2022. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -35.45pt; line-height: 113%; mso-pagination: none; mso-list: l3 level1 lfo1; tab-stops: 35.45pt; text-autospace: none; margin: 5.05pt 16.75pt 0cm 14.2pt;">Ø    The brick kiln was visited by the AEE of this office on 10.01.2023 and it was observed as under: <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -14.15pt; line-height: 111%; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: 35.45pt 2.0cm; text-autospace: none; margin: .45pt 17.15pt 0cm 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 111%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1; letter-spacing: -.1pt; mso-font-width: 81%; mso-bidi-language: EN-US;">1.    The kiln was in operation during visit. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: 35.45pt 2.0cm; text-autospace: none; margin: .85pt 16.95pt 0cm 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1; letter-spacing: -.1pt; mso-font-width: 81%; mso-bidi-language: EN-US;">2.    The brick kiln has yet not stored any fuel in the brick kiln premises and has also not stacked / filled katcha bricks in the brick kiln bhanda. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: 35.45pt 2.0cm; text-autospace: none; margin: .85pt 16.95pt 0cm 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1; letter-spacing: -.1pt; mso-font-width: 81%; mso-bidi-language: EN-US;">3.    The kiln has provided a ladder and a plat form with the stack for collection of emission sample. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: 35.45pt 2.0cm; text-autospace: none; margin: .85pt 16.95pt 0cm 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1; letter-spacing: -.1pt; mso-font-width: 81%; mso-bidi-language: EN-US;">4.    The kiln has stabilized the periphery road / movement area. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: 35.45pt 2.0cm; text-autospace: none; margin: 2.05pt 0cm 0cm 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1; letter-spacing: -.1pt; mso-font-width: 81%; mso-bidi-language: EN-US;">5.    The kiln has provided adequate plantation all along its boundary. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -14.15pt; line-height: normal; mso-pagination: none; mso-list: l4 level1 lfo3; tab-stops: 35.45pt 2.0cm; text-autospace: none; margin: 2.05pt 0cm 0cm 14.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; color: black; mso-themecolor: text1; letter-spacing: -.1pt; mso-font-width: 81%; mso-bidi-language: EN-US;">6.    The industry does not generate any trade effluent and domestic effluent discharged onto land for plantation after treatment in septic tank. <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -42.55pt; line-height: normal; mso-pagination: none; mso-list: l1 level1 lfo5; tab-stops: 2.0cm 70.9pt; text-autospace: none; margin: 2.05pt 0cm 0cm 14.2pt;">Ø     The brick kiln has submitted copy of coal register as proof of actual operation of the brick kiln without adopting induced draught zig-zag technology from the period 01.02.2019 to 30.12.2019 and thereafter the kiln has deposited Environmental Compensation of Rs. 50,000/- vide R.no. 11/5521 dt. 12.01.2023 (@ 25,000/- per month, for its brick production capacity @ 30,000 Nos. per day). Thus, the brick kiln has made compliance to PSCST letter no. 10/48/2019-STE (5)/1491442/1 dt. 28.05.2019 and decision meeting dt. 28.01.2020. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -42.55pt; line-height: normal; mso-pagination: none; mso-list: l1 level1 lfo5; tab-stops: 2.0cm 70.9pt; text-autospace: none; margin: 2.05pt 0cm 0cm 14.2pt;">Ø     In compliance to para-V of the meeting dt. 28.01.2020, the industry has applied for fresh consent to operate under the Water Act, 1974 and has deposited consent to operate fee under Water Act, 1974 w.e.f 01.11.2018. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -35.2pt; line-height: 113%; mso-pagination: none; mso-list: l3 level1 lfo1; tab-stops: 35.45pt; text-autospace: none; margin: 0cm .2pt 0cm 14.2pt;">Ø    The kiln is complying with the code of practice prescribed by the Board for the brick kin in the state and directions issued by Govt./ PPCB from time to time.  The kiln is also complying with the recommendations given by the CSIR-Central Building Research Institute, Roorkee in the feasibility report for adopting operating practice as well as fuel feeding practice. The industry is also complying with the provision of Water Act, 1974. Ø    Keeping in view of above, it is re commended that consent to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the brick kiln for production of bricks & tiles @ 30,000 no./day under orange category for a period up to 30.09.2026, subject to the suitable conditions along with the following specific conditions: - <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 3.7pt .2pt 0cm 0cm;">1.      This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab & Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the case spending or being filed with regard to the operation of brick kilns in the State. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 3.7pt .2pt 0cm 0cm;">2.      This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 3.7pt .2pt 0cm 0cm;">3.      The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 3.7pt .2pt 0cm 0cm;">4.      The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF&CC. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 3.7pt .2pt 0cm 0cm;">5.      The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l2 level1 lfo4; text-autospace: none; margin: 3.7pt .2pt 0cm 0cm;">6.      The industry shall not use agro waste / bio-mass residue (like tura, gauwara crop, mustard straw, almond/peanut peels and press mud from sugar industry) ‘in loose form’ till a proper study is conducted or some-mechanism is developed by the technical providers for utilizing the same in loose form for zig-zag based induced draft brick kilns.
