CTOW/Fresh/SAS/2022/18798718 dated 21/06/2022 having validity upto 20.12.2022 under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2022/18798150 dated 22/06/2022 having validity upto 21.12.2022 for manufacturing of Lead Alloy @ 7 Metric Tonnes/Day as production subject to suitable conditions mentioned therein.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 7.3pt 6pt 0in; text-align: justify; line-height: 24px;"><strong><u><span style="font-family: 'Bookman Old Style', 'serif';">Status of Passbook:</span></u></strong></p>
<p class="MsoNoSpacing" style="margin: 0in 7.3pt 6pt 0in; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif';">The industry has uploaded a copy of Passbook for recycling of lead scrap/ Waste batteries @ 10 TPD/300 no./day, vide no. PPCB/ZP-I/2022/AVC/F-25 dated 07.11.2022, which is having validity upto <u>06.11.2027</u>.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 9pt; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif';"> Now, the industry has applied for obtaining renewal of ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents and consent fee.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif';">As per the record file, fee earlier deposited by the industry is already adequate upto 31.05.2042. Now, the industry has deposited Rs. 500/- vide R. no. 923505896 dated 23.12.2022 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 500/- vide R. no. 597943358 dated 23.12.2022 under the Air (Prevention & Control of Pollution) Act, 1981, for both the Acts against the fixed assets of Rs. 31.58 lakhs on 22.11.2022.</span></p>
<p class="MsoNoSpacing" style="margin: 0in 0.2pt 6pt 0in; text-align: justify; text-indent: 70.9pt; line-height: 24px;"><span style="font-family: 'Bookman Old Style', 'serif';">It is submitted that while processing the online application, a clarification was raised on 29.12.2022 and the industry the industry has uploaded following undertaking are attached.</span></p>

<p class="MsoBodyText" style="margin: 5pt -3.5pt 6pt 0in; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">The proposed site of the industry was visited by AEE of this office on 04.01.2023 and during visit it was observed as under:</span></p>
<p class="MsoBodyText" style="margin: 0in -3.5pt 0.0001pt 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; letter-spacing: -0.5pt;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-size: 10.5pt; line-height: 21px;">The industry is engaged in recycling of lead batteries and was not in operation during the visit.</span></p>
<p class="MsoBodyText" style="margin: 0in -3.5pt 0.0001pt 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; letter-spacing: -0.5pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-size: 10.5pt; line-height: 21px;">The industry has installed 1 no. Temple type Blast furnace and has provided APCD to suppress air emission generated from the temple type furnace consisting of gas cooling cum settling chamber, 03 no. U-bend cooling tubes cyclone type dust collector, pulse jet bag filter house and alkaline scrubber along with stack of adequate height. The industry has installed proper sampling platforms and porthole with the chimney.</span></p>
<p class="MsoBodyText" style="margin: 0in -3.5pt 0.0001pt 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; letter-spacing: -0.5pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-size: 10.5pt; line-height: 21px;">The industry has provided 03 number separate storage spaces within the processing shed for storage of raw material, product and coal.</span></p>

However, the representative of the industry informed that till date, they have not procured any wet acid battery and has procured only dry batteries for recycling purpose, as such no trade effluent has been generated till date.</span></p>
<p class="MsoBodyText" style="margin: 0in -9pt 0.0001pt 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="line-height: 24px; letter-spacing: -0.5pt;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-size: 10.5pt; line-height: 21px;">The industry has constructed septic tank for the treatment of wastewater and the domestic effluent shall be discharged onto land for plantation (scanty) developed along the boundary wall, within its premises.</span></p>

<p class="MsoBodyText" style="margin-right: -9pt; text-align: justify; line-height: 24px;"><strong>Compliance Status: </strong><span style="line-height: 24px;">The industry has installed 1 no. The representative informed that an additional shed outside the main processing shed shall also be constructed shortly for the storage of the raw material i.e. used batteries.</span></p>
<p class="MsoBodyText" style="margin: 12pt -9pt 0.0001pt 0in; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">SOP point 5.: </span></strong><span style="line-height: 24px;">ETP based on physico-chemical treatment of wastewater.</span></p>
<p class="MsoBodyText" style="margin-right: -9pt; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">Compliance Status: </span></strong><span style="line-height: 24px;">The industry has installed ETP consisting of </span><span style="line-height: 24px;">components as collection tank, Tube settler, MGF & ACF, treated effluent collection tank.</span></p>
<p class="MsoBodyText" style="margin: 12pt -9pt 0.0001pt 0in; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">SOP point 6.: </span></strong><span style="line-height: 24px;">Manual battery breaking area should have acid proof flooring with acid collection pit connected with ETP.</span></p>
<p class="MsoBodyText" style="margin-right: -9pt; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">Compliance Status: </span></strong><span style="line-height: 24px;">The representative of the industry informed that primarily they will procure only dry batteries (carrying no acid). Still, the industry has provided acid collection pit in the manual battery breaking area to collect the miniscule quantity of left over acid, if any, generated during battery breaking. The tank is connected to the inlet of ETP.</span></p>
<p class="MsoBodyText" style="margin: 12pt -9pt 0.0001pt 0in; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">SOP point 7.: </span></strong><span style="line-height: 24px;">Each stack should have a port-hole (as per specification given in CPCB document COINDS-III_ with platform for stack monitoring. There should be an easy ladder for safe access to stack monitoring platform.</span></p>

The first mode is manual where the battery is cut from the top, plates are removed and left over acid is drained. The second mode is where the battery is mechanically broken along with the casing.</span></p>
<p class="MsoBodyText" style="margin-right: -9pt; text-align: justify; line-height: 24px;"><strong>Compliance Status: </strong><span style="line-height: 24px;">Manual breaking process is being adopted by the industry.</span></p>
<p class="MsoBodyText" style="margin: 12pt -9pt 0.0001pt 0in; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">SOP point 9.: </span></strong><span style="line-height: 24px;">The facilities required for manual dismantling include suction hood, connected to the pollution control device, arrangement for washing of the plastic components before being sent for recycling and acidic water neutralization facility. All the facilities with capacity more than 5000 MTA should install mechanical/ automatic.</span></p>
<p class="MsoBodyText" style="margin-right: -9pt; text-align: justify; line-height: 24px;"><strong>Compliance Status: </strong><span style="line-height: 24px;">The production capacity of the industry is less than 5000 MTA. Therefore, NA.</span></p>
<p class="MsoBodyText" style="margin: 12pt -9pt 0.0001pt 0in; text-align: justify; line-height: 24px;"><strong><span lang="EN-IN" style="line-height: 24px;">SOP point 10.: </span></strong><span style="line-height: 24px;">Facilities required for mechanical/ automatic breaking include arrangements for noise control and dust and fume extraction system and acidic collection/ neutralization facilities and ETP for treatment of lead and acidic wastewater.</span></p>

<p class="MsoBodyText" style="margin: 0in 5.85pt 0.0001pt 27pt; text-align: justify; text-indent: -27pt; line-height: 24px;"><span style="line-height: 24px;">vii.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="line-height: 24px;">The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.</span></p>
