CTOW/Fresh/SAS/2021/16870303 dated 08.11.2021, valid till 30.09.2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2021/16870252 dated 08.11.2021, valid till 30.09.2022 for manufacturing of Powder Section @ 150 Kgs/day, Capsule Section @ 30000 Numbers/Day and Tablet Section @ 70000 Numbers/Day using powder 200 kgs/day as raw material with Domestic Effluent @ 0.56 KLD - Discharge into sewer line, Trade Effluent @ 0.05 KLD - Evaporated in the Electric Evaporator & 1 no. DG Set of capacity 180 KVA with special conditions as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">Now, the project proponent has applied renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Powder Section @ 150 Kgs/day, Capsule Section @ 30000 Numbers/Day and Tablet Section @ 70000 Numbers/Day using powder 200 kgs/day as raw material along with requisite documents.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 1.52 crore on 10.12.2022. The value of fixed assets has increased from Rs 1.44 crores to Rs 1.52 crores. Earlier, the industry has deposited Rs. 30,200/- vide UTR no. SAA285143271 dated 10.09.2021 & Rs. 36,200/- vide UTR No. SAA278765889 dated 04.08.2021 under Water (Prevention & Control of Pollution) Act, 1974. The consent fees under Water Act, 1974 is adequate upto 31.08.2022. The industry has deposited Rs. 34,600/- vide UTR no. SAA285141151 dated 10.09.2021 & Rs. 29,800/- vide UTR no. SAA278766092 dated 04.08.2021 under Air (Prevention & Control of Pollution) Act, 1981. The consent fees under Air Act, 1981 is adequate upto 30.11.2022.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">On scrutinizing the application of the project proponent following observations were observed on 11.01.2023 with request to submit reply within 2 days.</span></p>

It is requested to intimate the expansion made with the increase in fixed assets along with bills and give undertaking whether with the proposed increased in assets whether there is increase in production or pollution load.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">No reply received from the industry till date.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The site was visited by the undersigned on 11.01.2023 and contacted Sh. Virender Singh, Director and observed as under:</span></p>

The utensils are washed in the washing section and waste-water generated from washing is collected in a syntax collection tank of 1000 ltr capacity from where it is pumped into electric evaporator of 500 ltr capacity per batch. The industry has provided water meter over the point from where the water is taken for washing purpose and is maintaining record of the water consumed in washing and waste-water evaporated. On comparison of the record it is observed that the evaporator installed is of adequate size.</span></p>

The industry has provided suction hood over the coating pan followed by stack of adequate height. The industry has not provided sampling arrangements with the stack. </span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">In view of above, it is recommended that show cause notice for refusal of ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with an opportunity to submit written reply <span style="mso-spacerun: yes;"> </span>within 7 days. </span></p>
