<p class="MsoBodyTextIndent3" style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was also granted registration as producer under the Plastic Waste Management Rules, 2016 vide no. LDH/RO-III/PWR/2020/F-05 dated 23.09.2020, valid upto 30.09.2021. </span></p>
<p class="MsoBodyTextIndent3" style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Earlier, the industry was visited by officer of the Board on 13.05.2022 and it was observed as under:- </span></p>
<p class="MsoBodyTextIndent3" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was in operation for production of plastic packing materials/sheets. The industry was using Linear Low Density Polyethylene (LLDPE) and waste plastic bags as raw material. </span></p>
<p class="MsoBodyTextIndent3" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was not re-circulating its coolant water and was discharging the same into washrooms which was further discharged into soakage pits. The industry has not provided cooling tower to cool its coolant water to re-use the same. </span></p>
<p class="MsoBodyTextIndent3" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was also discharging its untreated domestic waste water into soakage pits. </span></p>
<p class="MsoBodyTextIndent3" style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was operating its unit without obtaining valid consent to operate of the Board under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and thus was violating the provisions of said Acts. </span></p>
<p class="MsoBodyTextIndent3" style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Accordingly, show cause notice for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office-2, Ludhiana on 01.07.2022, wherein it was decided that:-</span></p>
<p class="MsoBodyTextIndent3" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: AR-SA;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: AR-SA;">The industry shall re-verify regarding the soakage pit and if there is soakage pit inside the industrial premises, then dismantle it immediately. </span></p>

The industry shall not discharge any kind of its wastewater except domestic effluent onto land for plantation after passing through septic tank. </span></p>

<p class="MsoBodyTextIndent3" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: AR-SA;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry, verify the statement made by the representative of industry during the hearing, process the registration application and send the report, within 15 days. </span></p>
<p class="MsoBodyTextIndent3" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: AR-SA;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Further action in the matter will be taken after receipt of report from Environmental Engineer, regional Office-3, Ludhiana.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now, the industry has applied for Renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. <span style="background: white;">The </span>industry <span style="background: white;">has submitted C.A. certificate dated 30.11.2022 showing gross fixed assets value of Rs. 48.03 lacs. </span>The industry has deposited Rs. 11,000/- vide online receipt no. 99218995 dated 06.01.2023 under the Water Act, 1974 and Rs. 11,000/- vide online receipt no. 100699040 dated 06.01.2023 under the Air Act, 1981, which is adequate upto 31.12.2027 under both acts. The industry has also deposited Rs. 1400/- as NOC regularization fee for increase in fixed assets. </span></p>

<p class="MsoListParagraphCxSpLast" style="margin: 0in; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and decisions of personal hearing dated 01.09.2022</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 85.05pt; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Keeping in view of the above, it is recommended that:</span></p>
