It is intimated that the industry has earlier granted consent to operate under Water Act, 1974 vide no. R16LDH2CTOW3504953 dated 26/04/2016 expired 30/06/2020 and under Air Act, 1981 vide no. R16LDH2CTOA3505160 dated 26/04/2016 expired on 30/06/2020.           Thereafter, the persistent complaints regarding the overflow of effluent during the rainy season at point located alongside National Highway Near Sherpur Chowk, Opposite Stan Autos, G.T Road, Ludhiana were received in this office from the nearby residents and commuters.                     It has been observed very often that during the rainy season, effluent is seen overflowing badly from the manholes located alongside the National Highway in the stretch of the Road located adjoining Stan Autos, Sherpur Chowk.                    In order to verify the above complaint and as per the directions of the Competent Authority, the area located at upstream of the above mentioned points/manhole was surveyed. The subject cited industry was visited during the above survey by the officer of this office on 12.08.2022 and during visit it was observed that :- <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; color: black; mso-themecolor: text1;">1.   The industry was in operation and engaged in auto blacking process. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; color: black; mso-themecolor: text1;">2.   The industry has not produced an agreement made with M/s JBR Technology Pvt. Ltd., Ludhiana for lifting of its trade effluent and trade effluent is directly discharged into sewer. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; color: black; mso-themecolor: text1;">3.   The industry has not installed any water meter on its source of fresh water in process area.                                   Accordingly, the directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued for closure of unit and the PSPCL authority have also been directed to disconnect electric connection of the industry.                                 Accordingly, the electric connection of the industry was disconnected vide TDCO no. 1016/135 dated 22/12/2022                    Now, the industry has applied for consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents and with a request to restore the electric supply of the industry.                           The site of industry was visited by the AEE of this office on 11.01.2023 and it was observed as under :- 1.   The industry was not in operation due to disconnection of electric supply. 2.   The industry has made an agreement with M/s JBR Technologies Pvt. Ltd, Ludhiana 5000 Ltr/month for its electroplating process. 3.   The industry has provided new water meter on the pipeline leading to wet process area. 4.   The industry has been advised to maintain proper record of water consumption viz-a-viz effluent lifting to the CETP operator on day to day basis once the industry comes in operation. 5.   Domestic effluent is being discharge into sewer. 6.   The industry has installed one auto black furnace in its premises and adequate stack height. 7.   The industry is located in designated industrial area i.e. Industrial Area –C.           Keeping in view of above, it is recommended that :- 1.   Directions u/s 33-A of Water Act, 1974 may be issued for temporary restoration of electric supply to the industry for six months. 2.   Environmental Compensation of suitable amount be imposed on the industry or a bank guarantee of suitable amount be obtained from the industry being a small scale industry as an assurance to comply with pollution control norms as deemed fit by the competent authority. 3.   Consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for six months with usual conditions, please.
