<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The ‘Consents to Operate’ under the Water Act, 1974 and Air Act, 1981 were granted to the hot mix plant vide no: CTOW/Varied/LDH3/2022/18750553 & CTOA/Varied/LDH3/2022/18750546 dated 10.06.2022, valid upto 09.12.2022 each. Also the electricity connection of the HMP was restored temporarily upto 09.12.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now the HMP has applied for renewal of ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. The industry has already deposited Rs. 37,200/- each vide online R. No. 602767162 & 11129800 both dated 17.05.2022 as consent fee under the Water Act, 1974 & the Air Act, 1981 respectively. Consents fee deposited by the industry is adequate upto 31.07.2026. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The Hot Mix Plant was visited by undersigned on 16.12.2022 & 26.12.2022 along with scientific staff & on 11.01.2023 and it was observed as under:</span></p>

The HMP found not in operation in last 04 months during visit to Jagraon area.</span></p>

The HMP has provided stack of adequate height after APCD along with sampling platfarm. Water recirculation system provided with wet scrubber and all mechanical fittings are in line/ operationable condition. </span></p>

Both Plants have separate centralized control panels for synchronizing of all operations.</span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%; background: white;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: AR-SA;">The HMP is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981 and code of practices prescribed for HMP. It is pertinent to mention here that the hot mix plants are not operating due to non-availability of raw material as stone crushers / allied works are not operating in the State of Punjab due to pending mining policy. Moreover, the subject cited hot mix plant has not obtained any tender for work in ongoing year and likely not to operate in near future. Earlier the disconnection of HMP was done due to emission of black smoke by old HMP plant, rusting of stack and the HMP had installed new plant alongwith expansion of site without obtaining NOC for expansion. The hot mix plant had already removed above said observations by making wet scrubber with old plant operational, obtaining Varied Consents for increased capacity and increased site area (during previous varied CTOs). <span style="mso-spacerun: yes;"> </span></span></p>
