CTOW/Varied/LDH3/2022/18762442 & CTOA/Varied/LDH3/2022/18763349 both dated 02.08.2022 valid upto 31.12.2022 each, for manufacturing of Refined rice bran oil @ 90 MTPD, Soap Noodles @ 60 MTPD, Stearic Flakes @ 40 MTPD, Glycerin @ 5 MTPD, Acid Oil @ 2 MTPD, Rice Fatty @ 18 MTPD, Rice Sterine @ 10 MTPD, Wax @ 6.05 MTPD and Gums @ 2.5 MTPD., subject to conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Now, the industry has applied for obtaining Varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of Soap Noodles @ 60 Metric Tonnes/Day, Stearic Flakes @ 20 Metric Tonnes/Day, Glycerin @ 5 Metric Tonnes/Day & Acid Oil @ 2 Metric Tonnes/Day alongwith generation of trade effluent @ 15 KLD. The industry has submitted CA certificate dated 15.04.2022 and as per this C.A. certificate value of fixed assets is Rs. 4598.96 Lacs. The industry has already deposited Rs. 2,88,000/- each vide UTR No.<span style="mso-spacerun: yes;"> </span>IDIBR52022051728444618 & IDIBR52022051728444618 both dated 17.05.2022 under the Water Act, 1974 & the Air Act, 1981 respectively. Consent fee deposited by the industry is adequate upto 31.07.2027<span style="color: red;"> </span>under each Act. The industry has submitted request letter stating that the industry is unable to operate the refinery plant due to unforeseen circumstances. As the plant is not in operation, the industry is now applying for the Varied ‘Consent to Operate’ to operate only soap plant & will not operate the refinery plant without obtaining prior approval of the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry was visited by undersigned on 27.12.2022 and it was observed as under:-</span></p>

The newly installed refining unit was not in operation. </span></p>

Products manufactured in this process are refined rice bran oil and rice fatty, rice sterine, wax & gums. However, the same is not in operation since last 04 months.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has installed rice husk based Boiler of capacity @ 14 TPH and has provided dust collector followed by cyclone separator as APCD with new boiler of capacity 14 TPH. During visit, boiler was not in operation. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has also installed two boilers of capacity 08 TPH & 01 TPH and one thermopac of capacity 15 Lac Kcal.<span style="mso-spacerun: yes;"> </span>Air emission samples were collected on 27.12.2022 from port hole of stack after APCD (boiler of Capacity 14 TPH, 08 TPH, & thermopac of capacity 15 lac kcal have common stack) and as per analysis report, concentration of SPM is 126 mg/Nm<sup>3 </sup>i.e. within the prescribed limits of the Board (150 mg/Nm<sup>3</sup>).</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Rice husk is being used as fuel in all the furnaces. The industry has provided proper enclosure around the rice husk storage area and conveyor belt system had been installed for feeding the rice husk into boilers / thermopack. </span></p>

The industry is maintaining record in this regard. </span></p>

Effluent samples were collected from the outlet to ETP (new ETP after expansion) on 27.12.2022 and concentration of various parameters is pH = 8.4, TSS = 24 mg/l, COD = 78 mg/l, BOD = 18 mg/l and Oil & grease = BDL i.e. within the prescribed limits of the Board. The industry has installed flow meter at outlet to ETP and as per record maintained by the industry, average discharge per day is about 11 KL. The industry has also installed separate energy meter with ETP and is maintaining record regarding same. </span></p>
