PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.</span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; color: black; mso-themecolor: text1;">A complaint was received in this office through PGRS portal for the foul Smell on daily basis from Solid Waste management plant. Accordingly, to check the contents of the complaint, the facility was </span><span style="font-size: 12.0pt; line-height: 107%;">visited by AEE of this office on 13.12.2022 and it was observed that: -</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -28.5pt; line-height: normal; mso-list: l0 level1 lfo1; margin: 0cm 0cm 0cm 46.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; color: black; mso-themecolor: text1;">The facility is discharging its leachate into sludge carrier for domestic and leading to STP installed by MC, Bathinda. It is pertinent to mention here that leachate sample was earlier collected by AEE of this office on 10.12.2019. As per the analysis report, the concentration of various parameters are beyond the prescribed limit<span style="mso-spacerun: yes;"> </span>for discharge this leachate into the sewerage treatment plant installed by Municipal Corporation, Bathinda such as Dissolved Solids (inorganic), max was 4109 mg/l against the prescribed standard 2100 mg/l, pH value was 9.05 against the prescribed standard 5.5 to 9.0, BOD was 3000 mg/l against the prescribed standard 350 mg/l, Chloride (as Cl), mg/l, max. was 1280 mg/l against the prescribed standard 1000 mg/l and Fluoride (as F), mg/l, max was 12 mg/l against the prescribed standard 1.5 mg/l.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%;">Now, the industry has applied for renewal of consent to operate of the Board <span style="color: black; mso-themecolor: text1;">under the provisions of Water Act, 1974 and Air Act, 1981 for </span>processing of Municipal Solid Waste @ 350 TPD (full capacity) to manufacture compost, RDF and inert, <span style="color: black; mso-themecolor: text1;">with requisite documents.</span></span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; color: black; mso-themecolor: text1;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%; color: black; mso-themecolor: text1;">The facility has deposited the consent fee of Rs. 42,300/- through online vide no. 296636082 dated 28.12.2022 under Water Act, 1974 and Rs. 42,300/- through online vide no. 371468659 dated 28.12.2022 under Air Act, 1981, against the fixed assets of Rs. 2613.22 lacs, which is adequate upto 31.12.2023.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%;">However, from above it is clear that facility M/s JITF, Bathinda and M/s Municipal Corporation, Bathinda is not complying with the provisions of Water Act, 1974, Air Act, 1981 as well as conditions of consents granted under the provisions of Water Act, 1974, Air Act, 1981.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%;"> </span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify;"><span style="font-size: 12.0pt; line-height: 107%;">Therefore, it is recommended that consents to operate under the provisions of Water Act, 1974 and Air Act, 1981 may be revoked.</span></p>
