It is submitted that the project proponent has applied for obtaining fresh ‘Consent to Operate’ under the Water Act, 1974 and the Air Act, 1981 alongwith requisite documents for operation of unit for Gold Assaying & Hallmarking (BIS) @ 12 Numbers/Day by using Gold samples {For testing Purity & Hallmarking (BIS)} @ 12 Numbers/Day, Nitric Acid @ 0.2 Liter/day, Lead Foil @ 0.048 Kgs/day as raw material under orange category alongwith requisite documents.       The project proponent has deposited Rs. 8700/- vide Receipt No. 4494577 dated 30.11.2022 under the Water Act, 1974 and Rs. 8700/- vide Receipt No. 874202618 dated 30.11.2022 under the Air Act, 1981. The industry has also submitted Rs. 2900/- vide Receipt No. 874202618 dated 30.11.2022 as NOC regularization fee and Rs. 290/- vide Receipt No. 4494577 dated 30.11.2022, Rs. 290/- vide Receipt No. 874202618 dated 30.11.2022 as penalty fee under each acts. The consent fee deposited by the industry is adequate upto 31.08.2025 against the fixed assets of Rs. 30.81 lacs as on 15.11.2022 as per CA certificate. The unit has submitted feasibility report and Completion certificate from M/s Terrasyn Intiatives, Patiala regarding installation of wet scrubber as APCD with cupellation oven and  muffle furnace as well as parting process. Further, treatment system for waste effluent generated from washing process and scrubbing water consisting of collection, neutralization and settling has been provided and thereafter treated effluent is being discharged into public sewer, in accordance to CPCB guidelines. Further, the unit has submitted copy of property tax payment receipt made to Municipal Corporation, Patiala. The industry has also entered an agreement with TSDF, Nimbua vide membership no. 2946 regarding lifting of lead ash category no. 9.2 @ 1 TPA.  Further, it is added here that in light of the Hon’ble National Green Tribunal, New Delhi order dated 18.11.2019 passed in the matter of OA No. 568 of 2019, CPCB vide letter no. CPCB/IPC-V/NGT_Gold/2020 dated 09.10.2020 had framed guidelines for Gold Assaying & Hallmarking Centres. CPCB has not prescribed any specific siting criteria for such type of units and stated that Gold Hallmarking Assaying facilities/Centres should be established as per the siting policies/guidelines of local administration. PPCB has adopted and circulated the said guidelines vide letter dated 13.10.2020 to all the Regional offices for compliance. The unit was visited by the undersigned on 12.01.2023 and contacted Sh. Sunil Kumar, Manager. During visit it was observed as under:   1.    The unit is situated in predominately mixed area (residential cum commercial area) and is an existing unit engaged in gold assaying and hall marking. 2.    The unit is discharging trade effluent arising from washing process and scrubbing water into public sewer after neutralization with lime/caustic. 3.    The domestic effluent is being discharged into public sewer directly. 4.    The unit has installed one no. oven, one no. cupellation furnace, equipped with common duct leading to wet scrubber as APCD and stack of adequate height. 5.    The unit has installed one no. D.G. set of 15 KVA capacity, with canopy and stack of adequate height. No specific sitting criteria for such type of units has been prescribed by CPCB/PPCB and the unit is located in mixed area (residential cum commercial area). In view of above, if approved, recommendations may be sent to the SEE, ZO-1, Patiala that the consent to operate under the Water Act, 1974 and the Air Act, 1981 to the Hall Marking Centre granted upto 30.09.2024 for Gold Assaying & Hallmarking (BIS) @ 12 Numbers/Day by using Gold samples {For testing Purity & Hallmarking (BIS)} @ 12 Numbers/Day, Nitric Acid @ 0.2 Liter/day, Lead Foil @ 0.048 Kgs/day as raw material under orange category with suitable conditions as per policy of the Board with special conditions that: 1.    The unit shall comply with the guidelines framed by CPCB vide letter no. CPCB/IPC-V/NGT_Gold/2020 dated 09.10.2020 for Gold Assaying & Hallmarking Centres. 2.    The Hall Marking Centre shall have facility of pH testing like litmus paper, pH meter to check the pH of spent acid after neutralization before disposal in the sewer. 3. The Hall Marking Centre shall maintain manifest / records for disposal of hazardous waste. 4.    The Hall Marking Centre shall use proper personal protection equipments such as face shields, helmets, acid gloves, first aid box, etc. while carrying out fire assay and parting test. 5.    The Hall Marking Centre shall use good housekeeping to prevent lead dust accumulation. 6.    The Hall Marking Centre shall apply for authorization under HWM Rules, 2016. 7.    The Hall Marking Centre shall shift to the designated area as and when required as per the siting policies / guidelines of local administration / Punjab Pollution Control Board. 8.    The Hall Marking Centre shall get the blood of workers tested for lead once in a year for the worker working in the centre for more than 6 months.
