File Note: <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">It is submitted that the unit has applied for obtaining Consent to Establish for establishment of the unit for manufacturing of Fly Ash and Cement Based Products i.e. Interlock Tiles and CC Blocks of capacity 30,000 numbers/day in an area of 14 Kanal 4 Marle in the revenue estate of Village &amp; Post Office Ghanauli, Tehsil and District Rupnagar.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The unit has submitted the project report, land documents such as Jamabandi and feasibility report wherein; it has been mentioned that the unit shall be a Tile/CC blocks manufacturing unit and is proposed to establish on total land measuring 14 Kanal 4 Marle bearing Hadbast No. 13 and Khasra No. 54//8/2 (5 Kanal, 6 Marle), 54//9/2 (5 Kanal, 7 Marle) and 54//10/2 (3 Kanal, 11 Marle) in the Village &amp; Post Office Ghanauli, Tehsil &amp; District Rupnagar. The raw material is Bajri @ 4000 CFT/Day, Sand @ 2000 CFT/Day, Fly Ash @ 2000 CFT/Day and Cement @ 600 CFT/Day.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The unit has proposed the total cost of project is Rs. 130.00 lakhs with the value of plant and machinery as Rs. 70.00 lakhs. As per CPCB categorization of the industries, the unit has applied under green category at serial no. 3011, Cement Products. The unit has deposited the NOC fee of Rs. 5800/- vide UTR. No. N311222195631740 dated 07.11.2022 and Rs. 600/- vide UTR No. N350222251154494 dated 06.12.2022, which is adequate for 01 year.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">As per the feasibility report, the domestic wastewater shall be generated which shall be discharged into septic tank to be provided by the unit. Further, the re-circulation tanks will be provided for re-circulation of cooling water utilized for curing of the blocks/tiles. The unit has not proposed to install DG set.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The unit is a proprietorship firm and Sh. Jasjeet Singh S/o Sh. Manjeet Singh Virk is the sole proprietor of the unit as per the land document and undertaking submitted by the applicant. The unit has submitted the site plan and location plan of the proposed unit. Further, the unit has obtained the Building Plans approval from Senior Town Planner, Housing &amp; Urban Development Deptt., Punjab Bureau of Investment Promotion, GoP vide no. PBIP/STP(HUD)/2022/580 dated 12.10.2022 for establishment of the unit for manufacturing of Fly Ash and Cement Based Products.</span></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><strong><span style="font-family: 'Bookman Old Style','serif';">Suitability of Site:</span></strong></p> <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The SDM, Rupnagar was requested to verify the distance of the site vide letter no. 3163 dated 27.07.2022. text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">The site was visited on 11.01.2023 by the AEE of this office and Sh. Jasjeet Singh, proprietor was contacted and it was observed that the proposed site is located in the revenue estate of Village Ghanauli on the Ambuja-Malikpur Factory road and the site is completely empty and is yet to be demarcated. The site of the proposed unit lies behind the boundary wall of an existing gas agency. The site is surrounded by agricultural land and there is no cluster of 15 pucca houses observed within 100 m of proposed sheds of the plant as per site plan submitted <strong>(attached alongwith). </strong></span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif';">In view of above, it is recommended that Consent to Establish (NOC) under the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981 for establishment of the unit for manufacturing of Fly Ash and Cement Based Products i.e. Interlock Tiles and CC Blocks of capacity 30,000 numbers/day may be granted for one year subject to the suitable conditions and following additional conditions:</span></p> <p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The NOC is granted for the establishment of the unit for manufacturing of Fly Ash and Cement Based Products i.e. Interlock Tiles and CC Blocks of capacity 30,000 numbers/day in an area of 14 Kanal 4 Marle bearing Hadbast No. 13 and Khasra No. 54//8/2 (5 Kanal, 6 Marle), 54//9/2 (5 Kanal, 7 Marle) and 54//10/2 (3 Kanal, 11 Marle). </span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif';">The unit shall establish its sheds strictly as per the Building Plan approved by Senior Town Planner, PBIP, Chandigarh vide letter no.
