<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">As per PPCB Head Office letter no. 18555-77 dated 17.08.2021, it was decided that fortified rice units to be established in the existing premises of rice mills will follow expansion clause as prescribed vide Govt. notification dated 15.10.2013, which is reproduced as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Further, the industry under consideration was established in year 2002 after obtaining NOC of the Board vide no. LDH/RO-II/NOC-15 dated 13/08/2002 for the manufacture of rice @ 16 TPD in dry rice sheller (without drier furnace). It is further intimated that the site of the industry is situated outside the MC limits of Khanna. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Therefore, the site is suitable for expansion of rice sheller. It is worth mentioning here that, the industry is located in the non- designated area (Residential Zone) as per notified Master Plan of Khanna. Therefore, the industry can operate its unit only up to year November, 2026 (15 years after the Master Plan is notified).</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">It is further informed that this office has already obtained legal opinion from the Senior Law Officer of the Board in the similar case of the rice sheller named M/s Shiv Shanker Rice & Gen Mills, Village Kotla Dadheri, Fatehgarh Sahib, which is situated in the same residential zone. In the said case, as the rice sheller had established with prior NOC/CTE from the Board and is situated outside MC limits. Moreover, State Govt. has allowed the operation of industrial units for 15 years from the date of notification of the Master Plan in non-designated area. Therefore, it was granted NOC for expansion for installation of Paddy pre-cleaner and Paddy drier of capacity 32 MT. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">The industry under consideration was established in year 2002 after obtaining NOC of the Board vide no. LDH/RO-II/NOC-15 dated 13/08/2002 for the manufacture of rice @ 16 TPD in dry rice sheller (without drier furnace). And, the subject cited rice sheller is situated outside MC limits of Khanna. Further, vide PPCB Head Office letter no. 18555-77 dated 17.08.2021, it was decided that fortified rice units to be established in the existing premises of rice mills will fall in the same category i.e. 2094 (Orange).</span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;"> Even, stand alone units engaged in manufacturing of fortified rice falls under Green category code 3074. From which, it is clear that there is no increase in any pollution load.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; margin: 12.0pt -.9pt 10.0pt 0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Keeping above in view, if approved, the consent to operate applied under the Water Act, 1974 and the Air Act, 1984 may be granted <strong>upto 30/09/2026</strong> for processing of Paddy @ 25 TPD to produce Rice @ 16 TPD <strong>(With drier)</strong> and <strong>Fortified rice @ 75 MTD </strong>with conditions proposed earlier.</span></p> |
