<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is intimated that the industry is a small scale orange category washing unit and the same was found operating without installing any treatment facility for the effluent generated from its washing section as well as obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 during the visit on 27.05.2022. Accordingly the industry was issued show cause notice for violation of provisions of Water Act, 1974 and Air Act, 1981 with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 05.08.2022. During the hearing following decisions were taken:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall install ETP for treatment of effluent arising from process, within 15 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall apply for consent to operate under Water Act, 1974 and Air Act, 1981, within 15 days.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry after 15 days to verify the contentions of the industry and process consent application accordingly.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for the washing & finishing of garments<span style="color: red;"> </span>@ 200 Kgs/day<span style="color: red;"> </span>with the disposal of trade effluent @ 5.0 KLD into sewer after ETP and domestic effluent @ 1.0 KLD into sewer. The industry has deposited Rs. 79,000/- vide R. no. 740951931 dated 12.01.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 89,800/- vide R. no. 672074337 dated 12.01.2023 under Rs. 79,000/- Air (Prevention & Control of Pollution) Act, 1981 & Rs. 10,800/- as NOC fee, which are adequate upto 30.09.2023 under both acts.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><em><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is intimated that the Board vide office order no. 394 dated 21.11.2022 has announced Voluntary Disclosure Scheme (VDS), as per which "Under the scheme the industries/institutes/other establishment have to deposit consent fee w.e.f. 01.11.2018 or from the date of the commissioning of the unit (whichever is later). In case the industry is operating before 01.11.2018, the industry shall deposit one time notional fee amounting to Rs. 5000/-." As per the scheme the consent fee submitted by the industry under both Acts is adequate upto 30.09.2023.</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was visited by AEE of this office on 16.01.2022 and observed that:-</span></p>

During the visit washing was not in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has installed knitting, cutting & stitching machines inside the premises.</span></p>

Wood was used as fuel during visit.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has submitted the copy of electricity bill as proof regarding the date of commissioning of the unit i.e. 20.01.1997. </span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 1;"> </span>In view of above, it is recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2023 with the special condition that the industry shall bound to abide by the provisions of the master plan Ludhiana.</span></p> |
