<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is a small scale orange category washing unit and the same was found operating without installing any treatment facility for the effluent generated from its washing section. Accordingly the industry was given personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 05.08.2022, wherein it was decided that:-</p>
<p style="text-align: justify;">1. The industry shall install ETP for treatment of effluent arising from process, within 15 days.</p>
<p style="text-align: justify;">2. The industry shall apply for consent to operate under Water Act, 1974 and Air Act, 1981, within 15 days.</p>
<p style="text-align: justify;">3. Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry after 15 days to verify the contentions of the industry and process consent application accordingly.</p>
<p style="text-align: justify;">Now the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for the washing & finishing of garments @ 200 Kgs/day with the disposal of trade effluent @ 5.0 KLD into sewer after ETP and domestic effluent @ 1.0 KLD into sewer. The industry has deposited consents fee, which are adequate upto 30.09.2023 under both acts.</p>
<p style="text-align: justify;">It is intimated that the Board vide office order no. 394 dated 21.11.2022 has announced Voluntary Disclosure Scheme (VDS), as per which "Under the scheme the industries/institutes/other establishment have to deposit consent fee w.e.f. 01.11.2018 or from the date of the commissioning of the unit (whichever is later). In case the industry is operating before 01.11.2018, the industry shall deposit one time notional fee amounting to Rs. 5000/-." As per the scheme the consent fee submitted by the industry under both Acts is adequate upto 30.09.2023.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 16.01.2022 and observed that:-</p>
<p style="text-align: justify;">1. The industry was engaged in the work of manufacturing and washing of garments. During the visit washing was not in operation.</p>
<p style="text-align: justify;">2. The industry has installed knitting, cutting & stitching machines inside the premises.</p>
<p style="text-align: justify;">3. The industry has also installed 02 washing machines inside the premises for the washing of garments.</p>
<p style="text-align: justify;">4. The industry has now installed ETP for the treatment of effluent generated from the washing and has also submitted the feasibility report of ETP of capacity @ 5 KLD Consisting of collection tank, Chemical dozing arrangement, Flash Mixture, Tube settler, Filters and outlet.</p>
<p style="text-align: justify;">5. The industry has installed one boiler of capacity 150 Kgs/day with adequate stack height. Wood was used as fuel during visit.</p>
<p style="text-align: justify;">6. The industry has submitted the copy of approved building plan from the competent person under factory Act.</p>
<p style="text-align: justify;">7. The industry has submitted copy of continuation certificate from ATP, Ludhiana vide no. 1129/ATP-D dated 05.09.2022 mentioning that the industry can be operated at site upto August, 2023.</p>
<p style="text-align: justify;">8. The industry has submitted the copy of electricity bill as proof regarding the date of commissioning of the unit i.e. 20.01.1997.</p>
<p style="text-align: justify;">9. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;">In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2023 with the special condition that the industry shall comply with the zoning regulation of Master Plan of Ludhiana and shall shift its unit accordingly.</p>
