File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is large scale red category dyeing unit and was earlier granted consent to operate under the Water Act, 1974, valid upto 28/12/2022 for discharge of trade effluent @ 900 KLD into sewer after treatment through ETP &amp; domestic effluent @ 35 KLD into sewer with special condition that the industry will achieve the stringent standards, within 02 months.</p> <p style="text-align: justify;">Consent to operate under the Air Act, 1981 was granted, valid upto 31/12/2022 for using rice husk as fuel in its boiler of capacity 08 TPH attached with multi cyclone as APCD along with adequate stack.</p> <p style="text-align: justify;">Earlier, the industry was given personal hearing before the Chairman of the Board on 27.05.2021, wherein it was decided that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->A notional Environmental Compensation of Rs. 1.00 Lac is imposed on the industry in view of the efforts made by the industry which shall be deposited within a period of one month.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall upgrade the ETP to achieve the stringent standards of BOD &lt; 10 mg/l and COD &lt; 50 mg/l by 30.06.2021.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry shall ensure that the OCEMS system is connected with the Board&rsquo;s server at all times in order to carry out real time monitoring of the same.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp; <!--[endif]-->Environmental Engineer, Regional Office-4, Ludhiana shall visit the industry, verify the detailed status of compliance and submit report/recommendations within 15 days.</p> <p style="text-align: justify;">In compliance of the above said hearing decisions, the industry was visited by the officer of the Board on 14.07.2021 and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->In compliance decision no. 1, the industry is deposited Rs. 1.00 lac as Environmental Compensation to the Board.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->In compliance decision no. 2, the industry has not yet started any up gradation work w.r.t. ETP for achievement of stringent standards.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->In compliance decision no. 3, the industry has not yet installed the OCEMS system.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp; <!--[endif]-->Further the ETP installed by the industry is not in good operational condition and during the visit it was observed that the components of the ETP are rusted at various locations leading to leakages and operational difficulties.</p> <p style="text-align: justify;">It is further observed that the industry was visited by a team of CPCB officials on 23.06.2021 and as per the letter no. 3665 dated 16.07.2021, it was mentioned that the industry was found generally complying with the effluent discharge based on the observation made by the inspection team, the following recommendations were made by the team.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->The unit shall properly operate its ETP and maintain desired MLSS in aeration tank.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The unit shall obtain NOC from CGWA.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->The unit shall provide proper leachate collection system at Sludge Drying Beds.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp; <!--[endif]-->The unit shall provide proper equalization system at equalization tank.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp; <!--[endif]-->The unit shall ensure to comply with the provision of disposal of HW as per the Hazardous and Other Waste (M&amp;TM) Rules, 2016.</p> <p style="text-align: justify;">Now the industry has applied for renewal of consent to operate under the Water Act, 1974 and under the Air Act, 1981. The industry has deposited consent fee, which is adequate upto 31.12.2023 under both Acts.</p> <p style="text-align: justify;">Accordingly, the industry was visited by the officers of RO 20.12.2022 and it was observed as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation during the visit and engaged in spinning &amp; dyeing process.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 19 cone dyeing machines of capacities (2x 1000 Kg, 1x850 Kg, 3x500 Kg, 4x200 Kg, 4x100 Kg, 2x50 Kg, 1x25 Kg &amp; 2x6 Kg) for dyeing of yarn.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has also installed 04 sampling dyeing machines of capacity 01 Kg each for dyeing of yarn in laboratory and one sampling dyeing machine of capacity 05 Kg for dyeing of fabric.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed physico-chemical followed by biological treatment plant for treatment of trade effluent. During visit, ETP was in operation and treated trade effluent was being discharged into sewer after ETP. Good MLSS growth was observed and the industry has also provided fountain on the equalization tank to ensure better mixing in the equalization tank.&nbsp;&nbsp;The leachate from the sludge drying bed are being collected in the equalization tank.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed OCEMS at the outlet and the reading was noted to be pH=7.17, TSS=14.32 mg/l, BOD=8.76 mg/l, COD=26.54 mg/l at 1:40 PM. As per the OCEMS reading the parameters are within the stringent standards as prescribed for large scale dyeing unit.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->During the visit, sample of the trade effluent collected from inlet and outlet of the ETP. The analysis report has been received from the Water &amp; Air Lab., Ludhiana vide letter endst no. 2335-37 dated 04.02.2022, as per analysis report inlet parameters are pH=8.3, TSS=123 mg/l, TDS=1390 mg/l, COD=288 mg/l, BOD=109 mg/l, Oil &amp; Grease=8.0 mg/l and outlet parameter are pH=7.4, TSS=20 mg/l, TDS=1024 mg/l, COD=49 mg/l, BOD=09 mg/l, Oil &amp; Grease=BDL, Sulphide=BDL, Phenolic Compound=BDL, Amm. Nitrogen=2.0, total chrome=BDL and SAR=10.4.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The concentration of the various parameters as per the analysis results are within the prescribed limit of MoEF&amp;CC as well as stringent standards prescribed for large scale dyeing units.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 01 rice husk fired boiler of capacity 08 TPH with FBC furnace and trima cyclone as APCD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The air emission sample was collected by the officer of the Board on 06.09.2022. The analysis report has been received from Zonal laboratory, Ludhiana vide letter endst no. 1229 dated 20.09.2022 and as per analysis report the concentration of SPM is 164 mg/Nm3 against the prescribed limit of 500 mg/Nm3.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has already made agreement for disposal of fuel ash at Village Bhukhri kalan for disposal into low lying area.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->11.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 01 DG set of 500 KVA with acoustic enclosures &amp; adequate stack height.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->12.&nbsp;&nbsp;&nbsp; <!--[endif]-->In compliance to the decisions no. 1 of the hearing dated 27.05.2021, the industry is deposited Rs. 1.00 lac as Environmental Compensation to the Board vide R.No. 34/5428 dated 02.08.2021.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->13.&nbsp;&nbsp;&nbsp; <!--[endif]-->In compliance to the decisions no. 2 of the hearing dated 27.05.2021, the industry has completed the up gradation work w.r.t. ETP for achievement of stringent standards.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->14.&nbsp;&nbsp;&nbsp; <!--[endif]-->In compliance to the decisions no. 3 of the hearing dated 27.05.2021, the industry has installed the OCEMS system.</p> <p style="text-align: justify;">It is pertinent to mention here that a meeting was held on 19.10.2022 under the Chairmanship of Hon'ble Minister Department of Science Technology &amp; Environment, Govt. of Punjab, wherein it was decided that</p> <p style="text-align: justify;">"All the large scale dyeing units discharging their effluent into municipal sewer, Ludhiana shall take adequate step to stop discharging their industrial effluent into municipal sewer, Ludhiana by 31.03.2024."&nbsp;</p> <p style="text-align: justify;">However, the industry has not submitted any proposal regarding the above said decision of the Authority.</p> <p style="text-align: justify;">In view of above, it is recommended that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under the Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted for one year i.e. upto 31.12.2023 (upto the adequacy of fee) with suitable conditions.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted for one year i.e. upto 31.12.2023 (upto the adequacy of fee) with suitable conditions and special conditions that the industry shall take adequate step to stop discharging their industrial effluent into municipal sewer, Ludhiana by 31.03.2024.</p> <p style="text-align: justify;">Competency : Hon'ble Chairman of the Board</p>
