RO/MOH/APC/08-13/61 dated 23.08.2013, valid till 31.12.2022 and under Water (Prevention & Control of Pollution) Act, 1974<span style="mso-spacerun: yes;"> </span>vide no. RO/MOH/WPC/O8-13/F90 dated 23.08.2013, valid till 31.12.2022 for manufacturing of adhesives @ 700 Kgs/day under green category.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">Now, the project proponent has applied renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under orange category along with requisite documents due to change of classification of <span style="mso-spacerun: yes;"> </span>industries issued by Board in 2016.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 13.02 lakh on 30.11.2022. The project proponent has deposited Rs. 14,000/- vide UTR no. CBINH22356684048 dated 22.12.2022 under Water Act, 1974 and Rs. 14,500/- vide UTR no. CBINH22356684189 dated 22.12.2022 under Air Act, 1981. The industry has deposited additional Consent to Operate fee amounting to Rs 7000/- vide UTR no. </span><span style="font-size: 8.0pt; line-height: 115%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #2b4973;"><br /></span><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">CBINH23009028539 dated 09.01.2023 under Water (Prevention & Control of Pollution) Act, 1974 <span style="mso-spacerun: yes;"> </span>and additional Consent to Operate fee under Air (Prevention & Control of Pollution) Act, 1981 vide UTR no. CBINH23009029018</span> dated 09.01.2023. The Consent to Operate fee under both acts after adjustment of fee due to change in categorization of industries & due to change in fee circular by Board on 29.10.2018 is valid till 31.10.2032.</p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">As per categorization of the industries issued by the Board in 2016,<span style="mso-spacerun: yes;"> </span>Glue from starch (physical mixing) with gas /electrically operated oven /boiler is covered under green category no. 3022. However, in this case the industry has installed diesel fired baby boiler of 100 kg/hr hence, the category of the industry is orange.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted manufacturing process as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">Raw material --<span style="mso-spacerun: yes;"> </span>Mixing & Heating in double Jacketted Vessel – cooling – product</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted allotment letter of the plot issued in the name of Sh. Rajnish Garg vide PSIEC letter no. 6985 dated 03.07.2001 for manufacturing of all types of adhesives. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">As per master plan of SAS Nagar dated 5/12/2016, sector 74 (Phase-8B) is classified as industry and warehouse zone intended for intended to be used for green industry, orange industry and warehouse uses such as Computer software development, Knowledge Park, Assembly and repair of computer hardware and electronic equipment, Printing, publishing and allied industries, Packing of dried foodstuff and Warehouse except for storage of chemicals. regarding establishment of green categories industries, Industrial focal point Phase-8 B, Mohali, Member Secretary, Punjab Pollution Control Board vide its letter no. MHL/24/2008/591-92 dated 18/02/2008 has written to principal secretary Department of Industry & Commerce, and Managing Director, PSIEC, stating that a meeting was held in the office of Principal Secretary Department of Industry & Commerce on 19/12/2007 in connection with the matter of establishment of green category industries in industrial focal point Phase-8 (B), Mohali, wherein, it was informed that the industries of only low-polluting nature are allowed to be setup in the above said Focal Point and the PSIEC has also allowed residential pockets in this Focal Point. Hence, it is requested to ensure that allotment of plots is made only to green categories of industries in the said Focal Point.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">However, in this case the allotment of the plot was done before the issue of letter by the Board and the industry is also carrying the same process for which the plot has been allotted.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The site was visited by the undersigned on 04.01.2023 and contacted Sh. Rajnish Garg, Proprietor (9814025691). During visit it was observed as under:</span></p>

The industry has provided plastic jalli below the mixing kettle for filtering the impurities in the glue manufactured in the kettle. The industry is also carrying out washing of this jalli and small quantity of effluent is generated and the untreated water is collected in collection tank from where it is evaporated using electric evaporator. </span></p>

The representative informed that Formaldehyde is added adhesive to increase it shelf life.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">In view of above it is recommended that the industry may be granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 <span style="mso-spacerun: yes;"> </span>till 30.09.2032 subject to special condition:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">1) The industry will not carry out washing of empty drums and collection tanks which will result in generation of trade effluent, under any circumstance.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">2) The industry shall evaporate the waste-water generated from the washing of jalli and will not dispose it off in unauthorized manner.</span></p>
