<p class="MsoNormal" style="text-indent: 70.9pt; line-height: 150%; text-align: justify;">It is submitted that the project proponent has proposed a Dyeing and Knitting unit (Red category) to be established in VPO Takhran, Kohara-Macchiwara Road, Ludhiana. The industry has applied for Consent to Establish from the Board for the production of Dyed Polyester Fabric @ 8 MTD and Dyed PC/Cotton Fabric @ 5 MTD.</p>
<p class="MsoNormal" style="text-indent: 70.9pt; line-height: 150%; text-align: justify;">The industry has submitted a Site Plan, Location Plan, MoA of the firm, Registry of Land/Fard, Feasibility Report of ETP proposed of capacity 700 KLD and APCD, and Project Report mentioning total cost of the project as Rs 18.74 crores, Manufacturing process flow chart, DTP Certificate/CLU regarding Land Use Classification and Udhyam Certificate regarding Microscale. The documents submitted by the industry may kindly be perused.</p>
<p class="MsoNormal" style="text-indent: 70.9pt; line-height: 150%; text-align: justify;">As per the documents submitted by the industry, it intends to establish a Dyeing Unit with Soft Flow Machines. The trade effluent expected from the Dyeing Machinery is expected to be 410 KLD and from Boiler Blowdown is 5 KLD which will be treated by the proposed ETP of capacity 700 KLD and has submitted a feasibility report of the same. The industry has proposed to treat its domestic sewage through the septic tank and will utilize the treated effluent in the plantation. As per the feasibility report submitted by the industry, it is proposed to install ETP with components O&G tank -> Equalization Tank -> Coagulation/Flocculation Tank -> Tube Settler -> Aeration Tank(ASP) -> Secondary Clarifier -> Sand Filter/Carbon Filter -> Sludge Drying Beds. The applicant has proposed to develop a plantation area of 6 Acres(approx.) for the disposal of treated trade effluent (415 KLD) which is adequate if consumption rate of 70 Kl/Acre is considered.</p>
<p class="MsoNormal" style="text-indent: 70.9pt; line-height: 150%; text-align: justify;">Further, it has proposed to install boiler of capacity 6 TPH & thermopack of capacity 25 lac Kcal/kg, which will be equipped with multi-cyclone and 2-stage Alkali Scrubber as air pollution control device and stack of height 30 mtr. AGL. The applicant has proposed to use Agro waste and Petcoke as fuel. The ETP and APCD proposed by the industry is adequate in-principle. The applicant has proposed to dispose off the ETP Sludge generated from the industry to TSDF at Nimbua and Solid waste i.e Waste fabrics will be sold into the market.</p>
<p class="MsoNormal" style="text-indent: 70.9pt; line-height: 150%; text-align: justify;">The site of the unit was visited by the officer of this office on 18.01.2023 and observed that the site is located on road leading towards VPO Takhran from Kohara-Macchiwara Road. The wheat was already sown at the site and no construction activity has been started till date. The industry is located adjacent to the Viraat Textile.</p>
<p class="MsoNormal" style="text-indent: 70.9pt; line-height: 150%; text-align: justify;">Keeping in view of the above, the application of 'Consent to Establish (NOC)' of the industry under the provisions of Water Act, 1974 & Air Act, 1981 may be granted to the industry for one year period with suitable conditions and additional conditions as under:-</p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-ansi-language: EN-IN;">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-ansi-language: EN-IN;">The industry shall get physico-chemical characteristics of the soil under irrigation with treated effluent twice a year in summer and post monsoon season in order to determine the deterioration of soil quality. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma; mso-ansi-language: EN-IN;">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-ansi-language: EN-IN;">The industry shall provide ground water sampling arrangements in the irrigation area within one month and shall submit the analysis report of the same from PPCB or its recognized lab atleast twice a year. </span></p>
