If approved SCN for refusal CTO under the Water act,1974 may be issued to PP with an oppertunity to submit the reply with 15 days . EE,RO may be requested to give his comments on the reply to be submitted by the PP as well as comments on whether the PP is complying with special condition imposed in the CTE granted to PP or not and send the fresh revommendation.</p>
