CTOW/Renewal/FGS/2022/20292970 dated 12/12/2022 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2020/13833191 dated 10/10/2020 valid upto 30/09/2024 for the manufacturing of Steel Ingots & Casting @ 54 MTD. </span></p>
<p class="MsoNormal" style="margin-right: -9.9pt; text-align: justify; text-indent: 72.0pt;"><span style="font-family: 'Tahoma',sans-serif;">Now, the industry has applied consent to establish (NOC for expansion) for installation of new induction furnace of capacity 7 TPH by replacing existing induction furnace of capacity 4.5 TPH within the existing unit along-with requisite documents through OCMMS. The industry has deposited has deposited Rs. 10800/- vide UTR no.<span style="mso-spacerun: yes;"> </span><br />AXIC222595939607 dated 16/09/2022 as NOC fee against the proposed project cost of Rs. 256.82 Lacs, which is adequate for one year as per Board's Office Order dated 29/10/2018. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-right: -.9pt; text-align: justify; text-indent: 36.0pt;"><span style="font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 1;"> </span>The industry was visited by the undersigned on 18/01/2023 & it was observed as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry was in operation and engaged in the business of manufacturing of Steel Ingots & Casting. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif;">The industry has installed 1 no. induction furnace of capacity 4.5 TPH and side hood was been kept on the crucible.<span style="color: red;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman';">The industry has installed dust collector followed by bag filter houses as APCD to control the air emissions from the furnace, which was in operation. </span></p>
<p class="MsoBodyText2" style="text-align: justify; text-indent: -27.0pt; line-height: 115%; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The stack emission sample collected by the Board on <strong>25/04/2022 </strong>from stack attached to induction furnace of capacity 4.5 TPH and as per the analysis results, the concentration of SPM is found to be <strong>121 mg/Nm3</strong>, which is within the permissible limits laid down by the Board. </span></p>
<p class="MsoBodyText2" style="text-align: justify; text-indent: -27.0pt; line-height: 115%; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry has installed 1 no. DG set of capacity 200 KVA, which was equipped with canopies and stack of adequate heights.</span></p>
<p class="MsoBodyText2" style="text-align: justify; text-indent: -27.0pt; line-height: 115%; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">No water is used in the process, so no trade effluent is generated. </span></p>

<p class="MsoBodyText2" style="text-align: justify; text-indent: -27.0pt; line-height: 115%; mso-list: l1 level1 lfo1; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry is maintaining the required data as per the SOPs defined by PSCST for operation and maintenance of APCD. </span></p>
<p class="MsoNormal" style="line-height: 130%; margin: 12.0pt -4.5pt .0001pt 0cm;"><strong><u><span style="font-family: 'Tahoma',sans-serif;">Site Suitability</span></u></strong></p>
<p class="MsoNormal" style="margin-right: -4.5pt; text-align: justify;"><strong><span style="font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 2;"> </span></span></strong><span style="font-family: 'Tahoma',sans-serif;">The industry was established after obtaining NOC from the Board in 2008. There are no specific sitting guidelines for such type of industries. As per the record file, the industry had already obtained Change of Land from DTP for industrial purpose.</span></p>
<p class="MsoNormal" style="margin-right: -4.5pt; text-align: justify;"><span style="font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 2;"> </span>Further, the subject cited industry is located in <strong>Industrial zone </strong>as per Master Plan (2010-2031) of Mandi Gobindgarh. As per project report, the industry does not propose to add any land and building in the unit and wants to replace the existing furnace with new furnace. Therefore, the site is suitable for expansion of the unit.</span></p>
<p class="MsoHeading8" style="text-align: justify; text-indent: 75.75pt; line-height: 115%; margin: 0cm -.9pt 10.0pt 0cm;"><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; font-style: normal;">Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -4.5pt; margin: 0cm -.9pt 10.0pt 4.5pt;"><span style="font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 3;"> </span><strong>The Board shall continue to grant consent to</strong> <strong>establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries</strong>.</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: 67.65pt; line-height: 115%; margin: 0cm 0cm 10.0pt 0cm;"><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">In view of the above, it is recommended that NOC (for expansion) applied by the industry may be granted <strong>for one year</strong> with suitable conditions and special condition that:</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">A.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall not exceed the production capacity of the unit to more than 30000 TPA and shall comply with provisions of EIA Notification 2006 amended from time to time. </span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">B.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall provide feasibility report alongwith completion certificate from PSCST Chandigarh for installation of induction furnace 7 TPH capacity.</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">C.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry is advised to obtain necessary clearance for Abstraction of Ground Water from the Punjab Water Regulation and Development Authority (PWRDA).</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">D.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">E.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall not dispose off its Hazardous waste to any unauthorized vendor. </span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">F.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall execute annual maintenance contract (AMC) for APCD from the repute agency and submit the report in this regard.</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">G.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual. </span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">H.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil.</span></p>
<p class="MsoBodyTextIndent" style="text-align: justify; text-indent: -18.0pt; line-height: 115%; mso-list: l0 level1 lfo2; margin: 0cm 0cm .0001pt 40.5pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">I.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry will get its building plans approved from comp</span><span style="font-size: 11.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">etent authorities if there is further change in the building plan, within one month. </span></p>
