No.<span style="mso-spacerun: yes;"> </span>N003232272351765 & N003232272340568 both dated 03.01.2023. Fee deposited by the industry is adequate for period upto 31.10.2027. The industry has also deposited Rs. 8400/- vide UTR. No.<span style="mso-spacerun: yes;"> </span>N003232272340568 dated 03.01.2023 as NOC regularization fee. </span></p>

The Board vide order no. 394 dated 21.11.2022 issued a VDS scheme for industries and the industry has applied under this scheme and deposited notional fee and Consent fees w.e.f. 01.11.2018.<span style="mso-spacerun: yes;"> </span></span></p>

As per Approved Master Plan, Ludhiana (2007-31), entire Revenue Estate of village Humbran falls under Industrial Zone. The approved drawings of the Master Plan, Ludhiana are available on the website of the PUDA. </span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is pertinent to mention here that Government of Punjab, Department of Housing & Urban Development vide notification dated 19.10.2022 (copy attached) has appointed Director of Factories, Punjab as Competent Authority for approval of Building plans and grant of completion certificates of standalone industry including compounding of standalone industry outside MC limits. Thus, the project proponent is required to obtain compounding certificate of constructed building from the Director of Factories, Punjab.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">Accordingly, the industry was visited by undersigned on 19.01.2023 and it was observed as under: </span></p>

The industry is engaged in light engineering works.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">There is no generation of trade effluent and only domestic effluent is generated and the same is discharged onto land for plantation after the STP. The industry has installed STP consisting of storage tank, sludge bed, raw effluent pump, air blower, MBBR Reactor, EA Reactor, Table settler, Sludge Re-circulation pump, Tube settler, filtration tank, filtration pump & activated carbon filter. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">The industry has developed plantation area in an area about half kanal, which is adequate for disposal of its treated domestic effluent @2.5KLD. </span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 2;"> </span>Keeping the above in view, it is recommended that:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">A.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">First time ‘Consent to Operate’ under the Water Act, 1974 may be granted to the industry for period upto 31.12.2026 for manufacturing of STP plants @ 20 units/ year, APCD @ 12 units/ year & Lead Recycling units @ 12 units/ year subject to suitable conditions along with following special conditions that </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall get its effluent samples analyzed from Board’s lab within 03 months. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; margin: 0in 0in .0001pt .75in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall obtain compounding certificate of constructed building from the Director of Factories, Punjab and submit to this office within 03 months.</span></p> |
