It is intimated that the said unit is a commercial cum shopping complex consisting of shops and other commercial space and is covered under orange category. The unit was given hearing before Senior Environmental Engineer, Jalandhar on 11/11/2022 in which it was decided that:-   <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: normal;">1)     The project proponent shall apply for consent to establish (NOC) under the provisions of the Water Act, 1974 & Air Act, 1981 within 07-days. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: normal;">2)     The project proponent shall install the sewage treatment plant of adequate capacity before commissioning / occupancy of the project. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: normal;">3)     The project proponent shall submit the proposal for disposal of effluent after treatment through STP. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -18pt; line-height: normal;">4)     The project proponent shall make adequate arrangements for management of solid waste to be generated. In compliance to above, it is intimated that unit has applied for obtaining consent to establish (NOC) under Water Act, 1974 and Air Act, 1981. The unit has filled online application form, uploaded project report, CA certificate, lease deed, Change of Land certificate no. 2081 dated 06.01.2022, Certificate from M.C Garhshankar vide no. 28 dated 28.06.2022, partnership deed, location plan, feasibility report of STP (10KLD). The unit has deposited rupees Rs. 10800/- vide R.No. 480420883 dated 19.01.2023 as NOC fees and application form fee. The fee deposited by project proponent is adequate for 1 year. In order to verify the application, the site was visited by AEE of this office on 17.01.2023 and it was observed as under:- 1.     The site of the project is situated within MC limits of Garhshankar town. The site is situated on  Garhshankar – Hoshiarpur Road . The site is surrounded by the agricultural fields , Maruti Suzuki service station .There is no other  polluting  industry (Brick kiln , Rice sheller etc ) within 500 mtr radius of the site. 2.     The construction work of commercial building is under progress. The industry has already constructed ground level of the building. The total land area is around 294 marlas (1.84 Acres). 3.     The project is having total covered area of around 62000 sq ft (5800 sq m) consisting of 3 storeys having 33 commercial shops, mart and food court. 4.     The total population is 66 persons and floating population is 150 no. 5.     The domestic effluent to be generated as per project report is 10KLD.   <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-left: 1cm; text-indent: -18pt; line-height: normal; background: white;">6.     The PP has proposed to install STP of capacity 10KLD consisting of physiochemical treatment .The treated effluent will used for plantation @4KLD and for flushing purpose @6KLD. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-left: 1cm; text-indent: -18pt; line-height: normal; background: white;">7.     The PP has proposed to provide plantation area as the approved building plan in the parking space and along the boundary of the project, which is adequate . <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-left: 1cm; text-indent: -18pt; line-height: normal; background: white;">8.     The PP has proposed to install DG set of capacity 150 KVA with canopy and adequate stack height. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; margin-left: 1cm; text-indent: -18pt; line-height: normal; background: white;">9.     Further, the project proponent has informed that the solid waste generated will be segregated and the compost pits will be provided to dispose the biodegradable waste and the other waste will be sent to dump site of MC Garhshankar after the commissioning of project. In view of above it is recommended that consent to establish (NOC) under Water Act 1974 and Air Act 1981 for may be granted to the unit for one year with suitable terms and conditions.
