<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">It is submitted that the industry is a small-scale orange category service station and was earlier granted 'Consent to Operate' under Air (Prevention & Control of Pollution) Act, 1981 vide dated 18/09/2017 which was valid upto 30/09/2021.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">Now, the industry has applied for renewal of ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981. The industry has submitted a Compliance report of previous consent conditions and CA Certificate regarding fixed assets as on 30/06/2022.</span></p>
<p class="MsoNormal" style="text-indent: 70.9pt; text-align: justify;"><span lang="EN-US">The site of the service station was earlier visited by AEE of this office on 26.07.2022 and it was observed as under: -</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The service station was in operation during visit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The service station has installed an ETP to treat the trade effluent generated from the washing section with following components; Collection tank – Reaction Tank –Tube Settler- Pre-filtration tank- multi-grade filter – Pressure sand filter- Carbon filter- Partially re-used for washing purposes & partially discharged into sewer.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The industry is partially reusing the treated trade effluent and partially discharging into sewer. The effluent is discharged into the sewer once a week.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The washing section was not in operation during visit and it appears to be operated for few hours a day.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">There was no effluent at the outlet of ETP due to which the samples of the same could not be collected. There is no Boiler/Furnace/another pollution source inside the industry.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The Domestic effluent generated from service station is discharged into sewer.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The ETP Sludge, Used Oil Filters and other Oily rags generated from the service station are stored in a separate room. No arrangements for disposal of the same could be produced by the service station during visit.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">Accordingly, show cause notice was issued to the industry for above said violations against which the industry has failed to submit any reply till date.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">In view of the above it is recommended that: -</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">The Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 30/09/2026 subject to suitable conditions.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -18pt; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span lang="EN-US">Show cause notice under Hazardous (Waste & Management) Rules,2016 may be issued to the industry for the above said violations along with the opportunity of a personal hearing. The matter regarding the same has been sent through a separate e-note.</span></p>
