CTOA/Renewal/SGR/2022/19369437 dated 03/08/2022, valid upto 30/09/2023, for manufacturing of Raw Rice (without Sortex and without Dryer) @ 1.50 TPH by processing of Paddy @ 2.75 TPH, as raw material under orange category.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><a name="_Hlk88378232"></a><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">Now, the industry has applied for renewal of consent to operate under the Air Act, 1981, for production of&nbsp;<span style="background: white;">Raw Rice (without Sortex machinery and without Dryer) @ 1.5 TPH by processing of Paddy @ 2.75 TPH</span>,&nbsp;<span style="background: white;">as raw material under orange category.</span></span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d; background: white;">The industry had already&nbsp;deposited Rs. 18,450/-&nbsp;vide R.No. 85/5266&nbsp;dated 09/07/2019 under the Air Act, 1981. The fee deposited is adequate up to 30/09/2027, against the value of fixed assets of Rs. 21.90 lacs as per CA certificate dated 13/07/2022. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">The industry has submitted the air emission sampling report of cyclone installed as APCD with shelling section from NABL approved lab namely M/s Environment Pollution Analysis Lab, Bhiwadi. The samples was collected on 17/12/2022 &amp; as per analysis report, the concentration of SPM was found 238.6 mg/Nm3, which is within the permissible limits prescribed by the Board for such type of industry.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The industry has further submitted an undertaking that the consent to operate to my rice sheller unit be granted based on the undertaking submitted by me, therefore, in case during the visit to the industry in future, the entire contents of the undertaking or any part of this undertaking is found false, the Board shall be free to take action against the unit under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">The industry has also submitted undertaking regarding updation of APCD from time to time, in future when and required by PPCB or Punjab Govt. As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red,&nbsp;</span><strong><span style="font-size: 13.5pt; mso-bidi-font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">orange,</span></strong><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">&nbsp;green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green &amp; white categories" which also includes the consent period for which the consents are to be granted to red, orange &amp; green category industries for five years, ten years &amp;&nbsp;</span><strong><span style="font-size: 13.5pt; mso-bidi-font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">15 years</span></strong><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">&nbsp;respectively. The Board vide its letter no. 9982-1003 dated 27.03.2018 has requested this office to strictly follow consent validity criteria as mentioned in the modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange &amp; Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry. Further, it is intimated that there is no change in the underappreciated value of the fixed assets.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">No complaint is pending against the industry. The industry was found complying with consent conditions during last visit and consents were granted thereafter.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 13.5pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: #5d5d5d;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Keeping above in view, it is recommended that consent to operate granted under the Air Act, 1981 may be renewed up to 30/09/2027 for manufacturing of Raw Rice (without Sortex machinery and without dryer) @ 1.50 TPH by processing of Paddy @ 2.75 TPH under orange category, subject to same terms and conditions.</span></p> <p class="MsoNormal">&nbsp;</p>
