<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-bidi-font-family: 'Times New Roman';">It is intimated that the industry is a small scale hot mix plant. The industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2020/13001488 dated 07/08/2020 and under the Air (Prevention & Control of Pollution) Act 1981 vide no. CTOA/Fresh/SGR/2020/13001289 dated 11/08/2020, both valid upto 14/01/2023 for the manufacturing of Hot Mix Aggregate @ 200 T/day.</span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%;">Now, the industry has applied for obtaining renewal of consents under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has deposited consent fees as mentioned at Sr. no. vii (A) on account of Air consent fees against the fixed assets of Rs. 64.25 Lacs as per CA certificate dated 22/12/22. The consent fee deposited by the industry is now adequate upto <strong>29/02/2025</strong> under each Act as per Board’s office order dated 29/10/2018. </span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify; line-height: 150%;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;"><span style="mso-tab-count: 2;"> </span>To check the compliance, the industry was visited by the undersigned on 17/01/2023. During visit, it was observed as under:- </span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -31.5pt; line-height: 150%; mso-list: l0 level1 lfo1; margin: 0cm 0cm 0cm 36.0pt;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: 'Bookman Old Style',serif; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">The industry has provided paved /stabilized vehicle movement area within its premises. </span></p>
<p class="MsoNormal" style="margin-right: -.9pt; text-align: justify; text-indent: 72.0pt;"><span style="font-family: 'Bookman Old Style',serif; mso-ansi-language: EN-IN;">Further, to regulate the extraction of ground water, Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -.9pt 10.0pt 72.0pt;"><em><span style="font-family: 'Bookman Old Style',serif; mso-ansi-language: EN-IN;">“<strong>The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA)”</strong></span></em></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%;">It is pertinent to mention here that the industry has not submitted stack emission sampling report for its hot mix as well as bitumen heaters alongwith application form. In this regard, the industry has submitted that it had not operated its plant from <strong>last 1.5 years</strong> due to no allotment of any tender. However, the industry has already deposited advance stack emission sampling fees of Rs. 7198/- vide R.No. 65/5369 dated 01/04/2021. Further, the industry has submitted to get its stack emission sampling done whenever the plant is operated in future.</span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%;">Furthermore, the land of the industry is taken on lease and the same is valid upto 14/01/2024. </span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%;">As per above, the industry is complying with previous consent conditions granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%;"> </span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 72.0pt; line-height: 115%;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%;">In view of above, recommendation may be sent to SEE, ZO-II, Patiala that the consents granted to the industry be renewed for <strong>further one year upto 14/01/2024</strong> under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, subject to suitable conditions and special condition that the industry shall get its stack emission sampling done from Board’s lab, within 15 days, immediately after the plant is made operational.</span></p> |
