The industry had earlier deposited Rs. 8400/- vide UTR. no. 283831538 dated 10/01/2023 as NOC fee against the project cost of Rs. 160.00 Lacs, which is adequate for one year as the Board's Office Order dated 29/10/2018. It is further submitted that the industry has submitted project report, land lease agreement certificate, proprietorship deed, location plan etc. </span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: 72.0pt; line-height: 150%; page-break-after: avoid; mso-outline-level: 2; margin: 0cm 3.8pt 10.0pt 0cm;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">Accordingly, the site of the industry was visited by the undersigned on 12/01/2023 and during visit, following observations were made: </span></p>

The industry will use the same source for water requirement in the mill.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">It is pertinent to mention here that the proposed unit has taken land and building on lease from M/s Gupta smelter, C-47-48, Industrial Focal Point, Sangrur, which was engaged in manufacturing of zine oxide 09.0 TPD, r 850 TPD. Brass Ingots @95.0 TPD, Zinc ash @1.0 and Brass ash 05.0 TPD by using ash/skimming/Dross @4500 MTA and Brass Dross/Scrap @2250 MTA as raw material. The industry was granted consent to operate under the Water Act, 1974 vide no. ZP-MPC/2013-18/196/V-739 and the Air Act, 1981 vide no. ZP-II/SGR/APC/2013-Bit. 57 dated 29.11.2013, both valid up to 30.06.2018.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Now, the said industry i.e. M/s Gupta smelter, C-47-48, Industrial Focal Point, Sangrur, has removed its complete plant & machinery and has given the land & building on lease to M/s Akene India for manufacturing of fruit juices.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Further, as per the project report/feasibility report submitted by the industry, the industry intends to establish an industrial unit at the site to manufacture fruit juices having production capacity of 38 KLD. The manufacturing process to be involved is as under:</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Sugar Syrup preparation: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Sugar is added to water (in desired ration) and heated to dissolve. The contents are continuously agitated to facilitate dissolution of sugar.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Filtration: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The sugar syrup is passed through multi-stage filtration to effect removal of all suspended impurities. This sugar syrup is stored in a tank.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Fruit pulp blending: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The fruit pulp is blended with additives / preservatives, etc. in desired quantities.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Beverage Pre-preparation: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The blended fruit pulp is mixed with sugar syrup and the consistency of the tank contents are adjusted by adding adequate quantity of water.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Homogenizer: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;"> The material is homogenized with fine-pin-hole grinder and the product is stored in ready beverage tank.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Pasteurization: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">To eliminate the possibility of microbial contamination in the product, the beverage is subjected to pasteurization, wherein, it is slowly heated to 110<sup>0</sup> C under pressure and subsequently cooled to 70<sup>0</sup>C.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Pet bottle blowing: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The juices are meant to be bottled in pet bottles. The pet bottles are product at site. For this PET pre-form (of suitable size, purchase directly from the market) are subjected to blow-molding. The blow-molding dies need continuous cooling through a chiller.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Bottling: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The PET bottles are spray washed and filled with pasteurized juice. The filled bottles are capped / sealed.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Cooling: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The bottle contents are cooled in a cooling tunnel by spraying juice.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Labeling, printing, inspection: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The filled bottles are labeled are printed and subjected to final inspection before being stored for dispatch.<strong> </strong></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">As per the feasibility report submitted by the industry for generation / disposal of various effluents / emissions to be generated from the proposed process of the industry. The industry proposed to install an ETP plant of capacity 10 KLD for treatment of its wastewater @ 10 m<sup>3</sup>/day to be generated from processes like clean in place (CIP), housekeeping, cooling, boiler blowdown and RO reject. Further, the treated effluent as well as domestic effluent will be discharged into PSIEC sewer leading to terminal STP of PSIEC.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -36.0pt; margin: 0cm -3.6pt 0cm 36.0pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -36.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;"> The industry has proposed to install 1 no. boiler of capacity 2.0 TPH, which will be equipped with cyclone followed by stack of adequate height as APCD. </span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -3.6pt 0cm 0cm;"><strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Suitability of site:<u> </u></span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The site of the proposed industry <a name="_Hlk125240698"></a>falls in industrial Focal as per the Notified Master Plan of Sangrur 2010-31. Hence, the site is suitable for establishing of proposed unit.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -1.8pt 0cm 0cm;"><strong><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">Applicability of EIA notification dated 14/9/2006: </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The industry is a small scale Juice manufacturing plant and therefore does not cover under the purview of EIA notification dated 14/9/2006.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -1.8pt 0cm 0cm;"><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;"> </span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -1.8pt 0cm 0cm;"><strong><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">Applicability of first schedule of Factories Act, 1948: - </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The industry is a small scale Juice manufacturing plant and falls in industrial Focal as per the Notified Master Plan of Sangrur 2010-31, therefore, does not require SAC under the Factories Act, 1948</span><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">.</span></p>
<p class="MsoNormal" style="text-align: justify; margin: 0cm -1.8pt 0cm 0cm;"><strong><span lang="EN-US" style="font-family: 'Bookman Old Style',serif;">Applicability of Press Note-17 (1984 series): </span></strong><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">The industry is a <strong>small</strong> scale Juice manufacturing plant and therefore, does not cover under the purview of Press Note-17 (1984 series).</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Bookman Old Style',serif;">Furthermore, as per the guidelines issued by Central Ground Water Authority (CGWA), Sangrur Block falls in over exploited areas. Therefore, the industry may ask to comply with CGWA guidelines. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 81.0pt; line-height: normal; margin: 0cm -3.6pt 0cm 0cm;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style',serif;">Moreover, the Board has also clarified vide SEE (HQ-1) Head Office letter no. 7956-97 dated 9/3/2018, the operative part of this letter is as under:</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal; margin: 0cm -3.6pt 0cm 36.0pt;"><strong><em><span lang="EN-US" style="font-size: 10.0pt; font-family: 'Bookman Old Style',serif;">It has been decided that the Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the authorities concerned as notified by the Central Ground Water Authority. However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries.</span></em></strong></p>
<p class="MsoListParagraph" style="mso-add-space: auto; text-align: justify; line-height: normal; page-break-after: avoid; mso-outline-level: 2; tab-stops: 36.0pt; margin: 0cm 3.8pt 0cm 36.0pt;"><span lang="EN-US" style="font-family: 'Bookman Old Style', serif; background: white;"> </span></p>
