Earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2022/18928720 dated 29/06/2022 up to 30/06/2023 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2020/12812983 dated 14/08/2020 up to 30/06/2024 for manufacturing of Dyed & Finished Cotton, Polyester Knitting Cloth @12000 Meter/day           Thereafter, the industry was surprisingly visited by officer of this office on 24/11/2022 in the wee hours of the day and it was observed as under:- <p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">1.    The industry was in operation for dyeing and washing of fabric. <p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">2.    ETP installed by the industry was not in operation and operated on the spot by the project proponent. As per representative, the ETP is operated very less due to less effluent at inlet as per market demand of the product. The treated effluent is re-used back in the process. However as per on site condition it seems that the ETP has not been operated on regular basis and no media culture was found developed in the aeration tank of the ETP. It is very much likely that the effluent is being passed into sewer without any treatment.    <p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">3.    The industry has not provided any flow meter at the outlet and failed to submit any record/justify the recycling of treated effluent back into the process. No effluent at the outlet was observed. <p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l1 level1 lfo2; mso-layout-grid-align: none; text-autospace: none;">4.    The industry not provided any separate room for storage of hazardous waste and has not maintained any record regarding generation, collection and lifting of hazardous waste of various categories.           As the industry was found violating the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, it is therefore recommended that: <p class="MsoListParagraph" style="margin-left: 1.0in; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l2 level1 lfo3; mso-layout-grid-align: none; text-autospace: none;">a)    Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 the industry may be revoked/cancelled with immediate effect. <p class="MsoListParagraph" style="margin-left: 1.0in; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l2 level1 lfo3; mso-layout-grid-align: none; text-autospace: none;">b)   Action u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be initiated against the industry.           Accordingly, the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 were revoked vide Zonal Office letter no. 4100-4101 dated 19/12/2022.           Now, the industry has applied for consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 along with compliance of the previous granted consents, manufacturing process, MoA, Approved Building Plan, Letter issued by DTP, Amritsar bearing no. 1035 dated 16/05/2012, analysis report of air emission and CA certificate along with request that the they have rectified the observations found during the last visit.           The industry was visited by officer of this office on 20/01/2023 and observed as under:- 1.    During visit the industry was not in operation due to shortage of work. 2.    The industry is engaged in a process of dyeing and finishing of fabric. 3.    The ETP installed by the industry was in operation and entire treated trade effluent was being discharged into sewer. 4.    The representative of the industry told that the avg. discharged quantity of treated trade effluent is @ 85 KLD. 5.    The EMF has already been installed at source of fresh water supply line. 6.    The industry has now provided flow meter at the outlet and is maintaining the record of the same. 7.    The industry is using Wood & Briquettes @ 4 TPD in 4 TPH boiler and Wood & Briquettes @ 3 TPD in thermopack of capacity 1500000 Kcal/hour. 8.    The boiler of capacity 4 TPH and 1500000 Kcal/hour are connected with common stack and trima cyclones followed by double stage alkaline wet scrubber are provided as APCDs separately. 9.    The industry has installed DG sets of capacity 500 KVA, 125 KVA (02 nos.) and 62.5 KVA, which are fitted with canopy. 10. The industry has now provided separate room for storage of hazardous waste and is maintaining the record regarding generation, collection and lifting of hazardous waste of various categories.           It is further intimated that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The industry falls in Red category in the small-scale sector and competency to decide the case lies with Senior Environmental Engineer of the Board.           Keeping in view of above, if approved regarding point no. 6 mentioned above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 30/06/2027 with suitable terms & conditions.
